About the role

The Town Manager serves as the Chief Administrative Officer (CAO) for the Town of Poolesville, MD, responsible for the proper administration of all Town affairs and employees. The Assistant Town Manager, selected from the pool of qualified candidates, provides support for all functions and acts as the Town Manager in their absence. Both positions report to the Board of Commissioners.

The Town Manager ensures that all laws, ordinances, and resolutions of the Commissioners are faithfully enforced, attends all meetings of the Commissioners, and makes recommendations for adopting necessary or expedient measures. The Town operates its own water and wastewater system and has an annual budget of $6M, with an additional $2M allocated for utilities. Police and emergency services are provided through Montgomery County.

The Town of Poolesville is governed by a five-member Board of Commissioners elected at large and has a population of 6,000.

Responsibilities

  • Oversee the administration of all Town affairs and employees.
  • Ensure enforcement of laws, ordinances, and resolutions of the Commissioners.
  • Attend all meetings of the Board of Commissioners and provide recommendations.
  • Lead a team of professional and skilled employees.
  • Manage the Town’s $6M annual budget and $2M water/wastewater system budget.
  • Act as the primary liaison between the Commissioners and the community.

Requirements

  • Bachelor’s degree.
  • Minimum of five (5) years of progressively responsible experience in local government, including three (3) years of supervision and/or executive-level management.
  • Exceptional oral and written communication skills, including the ability to actively listen and engage with a diverse range of individuals and community segments.
  • Proven record of transparency in management.
  • Must reside within a 30-minute commute of Town limits.

Qualifications (Preferred)

  • Master’s degree in public administration or a closely related field.
  • Strong expertise in human resources/employee relations, fiscal management, economic development, and regional/intergovernmental relations.
  • ICMA-CM certification.
  • Experience in a full-service commissioner/manager government.
  • Experience with water/wastewater operations.

Pay

Salary ranges from $100,000 to $145,000 per year, dependent on qualifications, experience, and position.
