About the role

The Utah Department of Government Operations, Division of Human Resource Management (DHRM) seeks a visionary leader to serve as the Total Rewards Director. This role involves leading the development and management of compensation, benefits, and classification systems to ensure they are fair, competitive, and aligned with statutory mandates.

Responsibilities

  • Data-Driven Insights: Leverage analytics to guide compensation and benefits strategies, ensuring decisions are backed by solid data.
  • Agility: Adapt quickly to changing organizational needs and workforce trends to keep programs dynamic and responsive.
  • Outside-In Customer Service: Prioritize the needs and feedback of employees to deliver exceptional service and support.
  • Digitalization: Champion the modernization of HR systems to streamline processes, improve accuracy, and enhance the overall employee experience.

Qualifications

  • Bachelor’s degree in Human Resources, Public Administration, Business Administration, Finance, or a closely related field, or equivalent related work experience.
  • Minimum of seven (7) years of progressive HR experience, including at least three (3) years in a dedicated leadership or supervisory role managing compensation and benefits programs.
  • Proven experience operating within a public sector agency, civil service system, or higher education institution.
  • Advanced proficiency in financial modeling, statistical analysis, and managing enterprise HRIS systems.

Preferred Qualifications/Skills

  • Master’s degree in Public Administration (MPA) or Human Resources.
  • Certified Compensation Professional (CCP) or Certified Employee Benefit Specialist (CEBS) designations.
  • Direct experience interpreting complex agreements and presenting data to executive boards and key stakeholders.
