Toll Electronic Systems Technician

About the Role

The Toll Electronic Systems Technician (TEST) will perform work at various heights, including on ladders up to 14 feet, lift platforms 25 to 30 feet high, and buckets attached to trucks up to 65 feet high. They may also climb stairs to work on large over-the-road Variable Message Signs (VMS) up to 20 feet, work on catwalks under and on structures over bridges, climb stairs over open water, and work on top of 20-foot-high toll canopies. Technicians will park on highway shoulders to access roadside devices, working adjacent to free-flowing traffic traveling at speeds exceeding 65 mph. Work is performed in all weather conditions, including extreme wind, cold, heat, rain, and snowstorms.

Responsibilities

• Install, modify, troubleshoot, maintain, and repair complex electronic toll collection and audit systems and equipment.
• Install, maintain, repair, overhaul, test, and/or modify various Intelligent Transportation Systems (ITS) elements such as Dynamic Message Signs, Traffic Data Systems, Weather Information Systems, Closed Circuit Television Cameras, and traffic control warning signs.
• Install, maintain, repair, overhaul, test, and/or modify other equipment such as electronic time clocks, network ethernet data converters, switches, and hubs.
• Operate technician hand tools and electronic test equipment, including multimeters, oscilloscopes, radio frequency (RF) power meters, fiber optic light meters, and visual fault locators.
• Complete administrative paperwork to document work activities.
• Maintain tour-of-duty records and prepare reports related to maintenance activities.
• Requisition supplies, spare parts, and replacement parts.

Qualifications

Transfer Qualifications for Current State Employees:

• Current New York State employee with one year or more of qualifying permanent service as a Service & Repair Mechanic (Electronics) or Traffic Systems Technician 1, eligible for transfer under Section 70.1 of the NYS Civil Service Law.
• Possession and maintenance of a valid New York State driver’s license.
• Fingerprinting and payment of processing fees required.
• If hired into a traineeship, successful completion of the established traineeship and probationary period leads to appointment as a Toll Electronic Systems Technician, SG-14.

General Public and NY HELPS Minimum Qualifications:

Toll Electronic Systems Technician Trainee 1, SG-12

• One year of experience in the installation, maintenance, repair, and troubleshooting of complex electrical/electronic equipment (e.g., computer hardware, network hardware, or similar equipment involving electrical/electronic control circuits); OR
• 30 college semester credit hours, including at least 9 credits in electrical engineering, electronic engineering, electrical technology, computer technology, automotive technology, electrical construction and maintenance, or electronic technology; OR
• Military training/rating in an electronics field, including completion of an electronic rating school program; OR
• Graduation from a high school technical electricity/electronics education program or a BOCES program recognized by the New York State Education Department.
• Possession and maintenance of a valid New York State driver’s license.
• Fingerprinting and payment of processing fees required.

Toll Electronic Systems Technician Trainee 2, SG-13

• Two years of experience in the installation, maintenance, repair, and troubleshooting of complex electrical/electronic equipment (e.g., computer hardware, network hardware, or similar equipment involving electrical/electronic control circuits); OR
• 30 college semester credit hours, including at least 9 credits in electrical engineering, electronic engineering, electrical technology, computer technology, automotive technology, electrical construction and maintenance, or electronic technology AND one year of the experience described above; OR
• Military training/rating in an electronics field, including completion of an electronic rating school program AND one year of the experience described above; OR
• Graduation from a high school technical electricity/electronics education program or a BOCES program recognized by the New York State Education Department AND one year of the experience described above.
• Possession and maintenance of a valid New York State driver’s license.
• Fingerprinting and payment of processing fees required.

Toll Electronic Systems Technician (Journey-Level), SG-14

• Three years of experience in the installation, maintenance, repair, and troubleshooting of complex electrical/electronic equipment (e.g., computer hardware, network hardware, or similar equipment involving electrical/electronic control circuits); OR
• 60 college semester credit hours, including at least 15 credits in electrical engineering, electronic engineering, electrical technology, computer technology, automotive technology, electrical construction and maintenance, or electronic technology AND one year of the experience described above; OR
• Military training/rating in an electronics field, including completion of an electronic rating school program AND one year of the experience described above; OR
• Graduation from a high school technical electricity/electronics education program or a BOCES program recognized by the New York State Education Department AND one year of the experience described above.
• Possession and maintenance of a valid New York State driver’s license.
• Fingerprinting and payment of processing fees required.
• If hired into a traineeship, successful completion of the established traineeship and probationary period leads to appointment as a Toll Electronic Systems Technician, SG-14.

This position is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the program, this title may be filled via a non-competitive appointment, meaning no examination is required, but candidates must meet the minimum qualifications. At a future date, employees hired under NY HELPS may have their non-competitive status converted to competitive status without examination.

Pay

The salary range for this position includes:

• Base Pay: $29.51 (hiring rate) up to $34.73 (job rate).
• Recruitment & Retention Pay: $3.37.

Traineeship starting salaries:

• $29.51 (Trainee 1, SG-12).
• $30.87 (Trainee 2, SG-13).
• $32.40 (Journey Level, SG-14).
