About the Organization

The Department of Social Services (DSS) comprises the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City through innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency.

Information Technology Services (ITS) is DSS’s technology services organization, supporting the daily, emergent, and long-term needs of both agencies. ITS creates and enhances technology infrastructure and computer applications that support HRA and DHS, including client eligibility and recertification systems, case management systems, housing systems, employment/work engagement services, revenue-producing computer matches, claiming systems, and personnel systems.

Responsibilities

  • Conduct software quality assurance testing focusing on automation and performance testing using various software testing techniques across multiple systems development life cycle (SDLC) methodologies, including Waterfall, Agile, and Hybrid Agile, to ensure system quality.
  • Provide test coverage for all program areas and projects for HRA, DSS, and DHS, including web-based and mobile frameworks for functional automation, performance, and load testing initiatives.
  • Collaborate with Product Managers, Developers, and Business Analysts to develop appropriate test approaches and strategies for each digital or data product release.
  • Work with business teams for information gathering, assessment, and Quality Management Resource assignments, as well as project prioritization.
  • Develop and deploy technology that adds value for HRA, DSS, and DHS staff, enabling client services from remote locations (e.g., Streamline POS for SNAP, AHRA, Fair Fares) to reduce poverty and advance opportunities for City residents.
  • Work with project team leaders from design, development, infrastructure, and implementation to ensure applications and software for HRA/DSS/DHS are delivered with intended performance, applying timelines, methodologies, project management, and test execution.
  • Develop robust automation and performance test cases, plans, and conditions that fully test functional and non-functional requirements based on user requirements, user stories, and technical design documentation.
  • Create accurate testing time estimates as part of project planning and scheduling, and collaborate with other QA Analysts and developers to improve testing proficiency on applications such as WMS, POS, Streamline POS, AHRA, and Mobile POS.

Requirements

Minimum Qualifications:

  • A baccalaureate degree from an accredited college in computer science, engineering, human-computer interaction, interactive media, digital and graphics design, data visualization, communication, or a related field, and four years of satisfactory full-time experience related to the position with a specialization in a relevant technology, process, methodology, and/or domain; or
  • An associate degree from an accredited college in the fields listed above and six years of satisfactory full-time experience with a specialization in a relevant technology, process, methodology, and/or domain; or
  • A baccalaureate degree from an accredited college and eight years of satisfactory full-time experience related to the position with a specialization in a relevant technology, process, methodology, and/or domain; or
  • Education and/or experience equivalent to the above.

Preferred Skills

  • Experience as a QA or Quality Control Manager or Senior QA Engineer in a Technology/Development environment.
  • Expert-level experience advising technology professionals on industry standards.
  • Expert-level experience creating performance testing standards.
  • Admin-level experience with issue tracking tools such as JIRA, QC, and ServiceNow.
  • Excellent interpersonal, organizational, written, and oral communication skills.
  • Expert-level experience with load/performance testing.
  • Expert-level experience with Azure DevOps and CRM.
  • Ability to multitask and be proactive in a fast-paced environment.
  • Knowledge of project lifecycles and methodologies (e.g., Waterfall, Agile, Hybrid).
  • Proven ability to lead large development projects in a fast-paced environment.

Schedule

Monday–Friday, 9:00 AM–5:00 PM.
