Test Pilot Flight Instructor.

This position is located at the United States Naval Test Pilot School (USNTPS), Patuxent River Naval Air Station, Patuxent River, Maryland.

Responsibilities

• Perform duties as an experimental test pilot flight instructor (TPFI).
• Provide instruction to operationally experienced pilots, flight officers, and test engineers to conduct aircraft and airborne systems flight tests.
• Deliver aircraft systems test instruction, including sophisticated weapons systems, electro-optical sensors, and threat countermeasure suites.
• Serve as a subject matter expert, advising management and colleagues on complex problems, conducting special studies, proposing solutions, and representing the command.
• Manage project/program requirements, objectives, and metrics; resolve conflicts among schedules, funding, and resources.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Must be able to obtain and maintain a Secret security clearance; a background investigation and credit check are required.
• Subject to pre-employment drug screening and random testing thereafter, including testing based on reasonable suspicion or involvement in an on-duty accident.
• Temporary Duty (TDY) or business travel requirement of 25% of the time.
• One-year probationary period unless previously met under 5 CFR Part 11; limited appeal rights during probation.
• Must meet Test and Evaluation certification requirements within 60 months of employment as part of the Army Acquisition, Logistics and Technology Workforce.
• Must complete a pre-employment physical examination and annual examinations thereafter to ensure fitness for duty.

To qualify, you must meet the education and experience requirements described below. Experience includes paid and unpaid work, such as volunteer experience through National Service programs (e.g., Peace Corps, AmeriCorps) or other organizations (e.g., professional, philanthropic, religious, community, student, or social).

Certificates and Ratings

• Must possess a current Commercial Pilot Certificate or appropriate military rating. If an agency does not accept the military rating, the rationale must be documented.
• For flight instructor positions, an FAA Flight Instructor Certificate or military equivalent is required.
• The pilot certificate must include ratings appropriate to the position (e.g., multi-engine, instrument, or both airplane and helicopter ratings if required).
• Candidates using military flight experience must provide official orders, forms, or logbooks showing their status as a rated military pilot, flight instructor, or flight examiner.
• An Airline Transport Pilot Certificate or equivalent may also meet the requirements.
• Supporting documentation for these requirements must be submitted.

Medical Requirements

• At the time of appointment, candidates must be willing and able to obtain a current first or second-class medical certificate in accordance with FAA regulations.

Flight Experience

• Must demonstrate proficiency through minimum flight hour requirements, including recent flight experience due to the hazardous nature of operations.
• Minimum flight hour requirements:
  • Total flight time: 1,750 hours
  • Pilot in command: 1,150 hours
  • Night flying: 75 hours
  • Heavy multi-engine airplane/heavy helicopter: 500 hours (heavy defined as gross takeoff weight exceeding 12,500 pounds)
  • 100 hours of flying time in the last 12 months (fixed or rotary wing)
• Documentation of flight hours must be provided at the time of application.

Specialized Experience

One year of specialized experience equivalent to the NH-03 or GS-13 grade level in the Federal service, including:

• Conducting flight tests to evaluate the performance of substantially modified aircraft.
• Instructing personnel to successfully deliver aviation test curriculum.
• Managing aviation programs to align resources with organizational objectives.

Education cannot be substituted for experience for this position.

• The NH-04 band is equivalent to GS-14 step 01 through GS-15 step 10, with a control point of $188,167 per year (including locality pay).
