Job Summary

The Test and Evaluation Program Manager III is a senior program management position responsible for ensuring the planning and performance of assigned complex programs throughout all phases of the program lifecycle. Key responsibilities include developing and maintaining the integrated test master plan, coordinating test planning and execution, leading cross-functional working groups, providing expert briefings, and mentoring junior PMs.

Responsibilities

  • Develop and maintain the integrated test master plan, establishing test objectives, schedules, risk assessments, and resource needs for complex test activities.
  • Cookordination test planning and execution with government ranges and external authorities, ensuring safety, compliance, and alignment with range specific requirements.
  • Lead cross functional test and ILS/CLS working groups, facilitating decision making, assigning actions, and driving issue resolution without formal supervisory authority.
  • Ensure quality and compliance of test documentation, including technical reports, safety assessments, CDRLs, and data collection packages consistent with contractual and regulatory requirements.
  • Provide expert level briefings and status updates to senior leadership, program management, and government stakeholders, highlighting performance, risks, and recommended actions.
  • Apply advanced risk and opportunity management, interpreting performance metrics and financial indicators to identify issues early and drive mitigation strategies.
  • Support program planning and execution, collaborating with engineering, operations, suppliers, and subcontractors to ensure readiness, integration activities, and transition to production.
  • Develop budget inputs and financial estimates, including ROMs, BOEs, and program forecasts, and support program managers in managing to established budgets.
  • Build and maintain strong customer relationships, serving as a key technical and programmatic interface to anticipate needs, address issues, and support long term customer satisfaction.
  • Mentor junior PMs and influence continuous improvement, modeling expected behaviors, promoting best practices, and identifying opportunities that enhance program execution and business outcomes.

Requirements

  • Bachelor’s degree required; Master’s preferred.
  • Ability to obtain and maintain a Secret clearance; U.S. citizenship required.
  • Core Program Management Expertise: 5+ years of program/project management experience, including cost, schedule, and performance execution. PMP® or equivalent certification.
  • Demonstrated experience applying program management frameworks, risk management, Earned Value Management, BOEs, and financial forecasting.
  • Ground Combat Vehicle & Test Expertise: Professional experience in ground combat vehicle test planning, execution, and range coordination.
  • ILS / Logistics Knowledge: Working knowledge of DoD/Army test approvals, safety releases, and coordination with government test agencies. Understanding of range scheduling, instrumentation, telemetry, data acquisition, and safety compliance.
  • Technical & Integration Knowledge: Experience supporting platform integration (C2 systems, payloads, telemetry, instrumentation).
  • Advanced coursework or certification in test engineering or systems engineering.
  • ILS / Logistics Knowledge: Awareness of ILS product development (training, tech pubs, provisioning) and ILS requirements analysis. Familiarity with ILS interdependencies, tools, and technologies. Experience developing and delivering CDRLs and logistics related deliverables.
  • Experience working with Finance, Sourcing, Contracts, and Engineering in a cross functional program environment. Ability to interpret and communicate contractual requirements, including revisions and negotiation strategies. Knowledge of program budgeting processes and Control Account Management.
  • Customer & Stakeholder Engagement: Proven ability to interface with customers, anticipate needs, and manage issues with tact and diplomacy. Experience supporting or leading IPTs, technical discussions, and stakeholder coordination.
  • Tools & Systems Proficiency: Familiarity with MS Office (Excel, PowerPoint, Word, Outlook, Project) and project management tools. Familiarity with contract lifecycle management, data analysis tools, and test documentation systems.
  • Critical thinker who is able to analyze, evaluate, and interpret information effectively and efficiently. Demonstrated ability to complete projects or programs on time, within scope and budget while delivering a quality product to the customer with a high level of satisfaction. Demonstrated future growth potential. Excellent communicator both verbally and in writing, with demonstrated ability to create and give program management review presentations. Ability to mentor others in effective communications. Ability to lead program team members through influence and to mentor junior project or program managers to effectively lead through influence. Demonstrated ability to work independently to build, guide, and lead an integrated product team and to effectively mentor IPT leads.
  • Travel/Physical Requirements: Requires up to 20% domestic and possible international travel. Work is usually conducted in an outdoor test facility atmosphere. Exposed to conditions such as engine noise, artillery fire, dust and chemical fumes. Hearing, vision and breathing protection needed and provided in appropriate areas. Some exposure to elements of weather. Matrix organizational structure. Fast-paced and deliverables-oriented culture. While performing the duties of this job, the employee may be regularly required to stand, sit, talk, hear, reach, stoop, kneel, and use hands and fingers to operate a computer, telephone, and keyboard. Specific vision abilities required by this job include close vision requirements due to computer work. Light to moderate lifting may be required.
