Summary This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command. It is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DISA - OC/PACIFIC. Duties Help Serve as the forward RNOSC representative, providing local visibility of network performance, performing on-site troubleshooting for service restoration, and synchronizing incident response efforts between the RNOSC, DISA, and mission partners.Act as the forward technical expert for Mission Partner Environment (MPE) and coalition C4 systems, ensuring the interoperability and availability of joint and coalition communication capabilities.Develop, validate, and operationalize primary, alternate, contingency, and emergency (PACE) communications architectures to ensure continuity of operations in degraded, denied, or contested environments.Function as the primary technical liaison between DISA field offices and mission partners, translating operational requirements into actionable technical solutions and providing clear updates to leadership during incidents, exercises, and operations.Assess critical infrastructure dependencies (e.g., power, HVAC, transport), identify risks to resiliency and cybersecurity posture, and support commissioning and evaluation programs to ensure systems are ready for enterprise integration. This rate is subject to change without notice.The incumbent is subject to a health assessment to ensure they are medically and psychologically fit for potential deployment to high pressure and austere operational environments.The incumbent is required to take part in training, readiness, and/or emergency planning exercises as necessary to maintain preparedness for deployment.The incumbent and their supervisor must sign the DD Form 2365, DoD Expeditionary Civilian Agreement for Emergency Essential Positions and Non-Combat Essential Positions, prior to the incumbent's assignment to this position description. Qualifications In order to qualify for this position, you must meet the requirements described below. Basic Requirements Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis. Qualifying Experience To qualify at the GG-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Experience in network operations, incident response, and enterprise services, Including IP/MPLS, satellite systems, and boundary services, with the ability to provide authoritative advice on complex issues; AND perform on-site troubleshooting and fault isolation, developing and validating multi-layered communications architectures, and ensure the interoperability of joint and coalition information systems. Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement. Education There is no substitution of education for the qualifying experienceat the GG-13 grade level. This position provides immediate and continuing support for combat operations and/or supports the maintenance and repair of combat essential systems of the armed forces. These duties are performed in combat zones worldwide after the evacuation of nonessential personnel, in connection with a war, a national emergency declared by Congress or the President, or the commencement of combat operations of the armed forces in the zone. This position is specifically intended to provide civilian support to combat operations but may also deploy to non-combat locations to provide support during humanitarian operations, disaster relief, or other emergency situations. This is a Mission Essential position. The nature of the position's duties and the organization's operational mission requires the incumbent to physically report to their duty station in certain situations where non-essential employees are excused, such as during national emergencies, extreme weather situations, mission critical systems outages, and/or other scenarios as deemed appropriate at the highest levels of the organization's chain of command. As part of the Mission Essential designation, the incumbent may be placed in a 24/7 standby or recall status and be required to carry a mobile phone or other similar device to be directly recalled to duty from a recall roster.
