About the role

The Telecommunication Engineer is responsible for the design, implementation, maintenance, and optimization of the District’s operational technology (OT) infrastructure. This role provides technical expertise in deploying and supporting mission critical communications and network systems that enable reliable utility operations.

Responsibilities

  • Maintain accurate documentation, policies, and standards related to OT infrastructure and telecommunications systems.
  • Support compliance with regulatory, safety, and operational requirements.
  • Understand and adhere to compliance requirements for this position that may include laws, regulations, security guidelines, and District policies.
  • Perform related duties as required or assigned.
  • Demonstrate commitment to Grant PUD’s mission, vision, values, strategic plan, and Grant PUD / IBEW Local 77 Code of Excellence.
  • Design, configure, and deploy OT systems, including ICS, SCADA, PLCs, and HMIs.
  • Troubleshoot OT networks and devices to ensure continuous operations in utility and industrial environments.
  • Implement basic security measures to protect OT systems from cyber threats.
  • Conduct risk assessments and vulnerability reviews with guidance from senior engineers.
  • Respond to OT-related incidents under supervision, ensuring swift recovery and minimal impact on operations.
  • Collaborate with team members to design, configure, and deploy OT systems and supporting networks.
  • Maintain and troubleshoot OT networks and devices to ensure system reliability and availability.
  • Collaborate on integrating OT and IT systems securely, ensuring interoperability and compliance with standards.
  • Implement security measures (firewalls, intrusion prevention, access controls) to protect OT infrastructure.
  • Conduct and lead risk assessments, audits, and compliance evaluations for OT systems.
  • Lead disaster recovery and business continuity planning and testing for OT infrastructure.
  • Provide expert guidance to operations managers, plant operators, and engineering staff on OT best practices.
  • Develop and maintain detailed documentation, including system configurations, security protocols, and performance reports.
  • Coordinate with vendors and external partners for equipment procurement, upgrades, and security reviews.

Requirements

  • Bachelor’s Degree in Engineering, Technology or other relevant degree; OR additional 2 years of relevant experience in lieu of degree.
  • Years of Experience with OT systems, ICS, SCADA, PLCs, standards implementation, industry team security, deployment and cybersecurity, or related infrastructure experience:
    • Engineer I: 0-2+ year
    • Engineer II: 3+ years
    • Engineer III: 6+ years
  • Preferred Qualifications (Education, Experience, Licenses & Certifications): Utility experience or critical infrastructure experience; Certifications such as Cisco Certified Network Associate (CCNA), CompTIA Network+, Cisco Certified Network Professional (CCNP) or industry recognized OT cybersecurity certifications (i.e. GISCP, ISA/IEC).

Qualifications

  • Knowledge of common application development patterns, including, but not limited to, Software Engineering best practices for all applicable technology, client-server architecture, service applications, object-oriented, and object-based software design.
  • Skills in problem-solving and thinking critically.
  • Strong written and oral interpersonal communication; workflow and time management.
  • Proficiency in utilizing MS office products; specialized software, tools, and applications.

Benefits

Grant PUD posts the full salary range for each position. The midpoint is provided as a reference point and is not a guaranteed starting pay. Starting pay is based on job-related factors such as qualifications, experience, skills, internal alignment, and organizational needs. Most new hires are typically placed between the minimum and midpoint of the range.

The District may use the applicant pool and results from this recruitment to fill additional vacancies in the same classification for up to six (6) months following the recruitment closing date, consistent with District policy and applicable law.

Pay

  • Telecom Engineer I: $75,582 - $120,687 Midpoint: $98,134
  • Telecom Engineer II: $91,411 - $151,055 Midpoint: $121,233
  • Telecom Engineer III: $104,822 - $177,107 Midpoint: $140,964

Schedule

Majority of work is performed in a standard office setting. Some field work that may require operation of a vehicle.
