Salary Range: $133,238.00 – $193,195.00

About the role

As the Technology Infrastructure Services Manager, you will develop, operate, and manage the Airports Authority’s technology infrastructure across airport campuses, roadways, and data center locations. You will oversee lifecycle management of physical technology infrastructure—planning, design coordination, operations, maintenance, documentation, compliance, contractor oversight, and staff leadership—ensuring the Office of Technology can deliver continuous, high-quality services to business units, tenants, and concessions. This role is based at either Reagan National Airport (DCA) or Dulles International Airport (IAD).

Responsibilities

• Design, operate, and manage outside plant (OSP) and inside plant (ISP) technology infrastructure, including physical cabling, terminations, conduits, pathways, demarcation points, and communications room hardware.
• Plan upgrades, maintain standards and regulatory compliance, and align telecommunication infrastructure goals with business objectives.
• Manage maintenance, repair, moves, additions, and changes to technology infrastructure.
• Collaborate with the Office of Engineering and other stakeholders on construction activities involving new and existing technology infrastructure.
• Provide project management oversight for technology infrastructure initiatives, including scope definition, schedule coordination, budget tracking, risk management, stakeholder communication, construction management, contractor coordination, executive briefings, and project delivery from planning through implementation and closeout.
• Ensure adequate testing and documentation of all infrastructure projects and tasks; perform technical reviews of installations.
• Support technology infrastructure at Reagan National Airport (DCA), Dulles International Airport (IAD), Dulles Toll Road (DTR), Tysons Tower, Lee Pumping Station, and leased data centers in Richmond and Ashburn, Virginia.
• Maintain infrastructure technology standards for documentation, collaborating with Enterprise Architecture to ensure resilient, reliable, scalable, and standardized infrastructure deployments.
• Maintain and annually review the inside/outside plant design manual.
• Serve as Contracting Office Technical Representative (COTR), monitoring contractor performance, conducting audits, and developing and maintaining disaster recovery and risk management plans for telecommunications infrastructure.
• Manage telecommunications resources, including team leadership, task assignment, training, development, and performance monitoring.

Qualifications

• Eight years of progressively responsible experience with technology infrastructure within a large business enterprise.
• Management experience leading technical staff and/or contractors across multiple locations, including work planning, resource allocation, performance management, and staff development.
• Experience managing technology infrastructure projects involving planning, design coordination, construction, installation, testing, commissioning, documentation, and closeout.
• Expertise in managing technology infrastructure standards, quality assurance, safety, compliance, and technical documentation in a regulated or complex operating environment.
• Ability to manage multiple concurrent infrastructure projects and operational priorities, assess risks, resolve complex technical and operational issues, and make sound decisions in time-sensitive environments.
• Knowledge of supervisory principles and ability to manage unit/team operations and programs.
• Effective written and verbal communication skills, with emphasis on conveying technical issues to nontechnical audiences.
• Proficiency using computers and modern office suite software.

Preferred Qualifications

• Project Manager Professional (PMP) certification or equivalent.
• Nationally recognized manufacturer or professional association structured cabling, system design, and/or fiber certifications.

Education

Bachelor of Science in telecommunications, engineering, business administration, or a related field.

Certifications and Licenses Required

• A state driver’s license in good standing.

Special Factors

• Operates vehicle airside and landside (requires AOA permit).
• Work may occur on active airfields around large operating aircraft or in high-traffic areas, indoors and outdoors, in all weather conditions.
• Physically demanding tasks may include bending, stooping, crouching, accessing confined spaces, working in cramped or awkward positions, and reaching high structures.
• Requires use of personal protective equipment; may involve use of ladders, scissor lifts, or scaffolding to reach objects at heights of 40+ feet, with fall hazards present.
• May require lifting, pushing, or positioning items up to 50 pounds; appropriate conveyance tools used for heavier objects.
• Subject to shift holdovers and 24-hour recall, including nights and weekends, to manage infrastructure emergencies or construction urgencies.
