Technical Solution Architect
Overview
We are seeking an experienced Technical Solution Architect to support a major enterprise digital transformation initiative for the Commonwealth of Massachusetts Administration & Finance. This individual will play a key role in designing enterprise-wide technology solutions that align business objectives with secure, scalable, flexible, and sustainable architecture. The successful candidate will serve as the technical authority across application architecture, cloud platforms, integrations, data, security, reporting, accessibility, and enterprise modernization while collaborating closely with business stakeholders, product owners, engineering teams, UX designers, security professionals, vendors, and executive leadership. This role requires someone who can balance strategic architecture with hands-on technical leadership while ensuring enterprise solutions meet business goals, technical standards, regulatory requirements, and long-term maintainability.
Key Responsibilities
- Designing and maintaining enterprise solution architecture across applications, integrations, cloud infrastructure, security, analytics, reporting, operational platforms, and enterprise services.
- Translating business objectives, user needs, and product vision into scalable technical architecture and implementation roadmaps.
- Defining architecture standards, design principles, and technology strategies that support enterprise-wide modernization initiatives.
- Working closely with Product Managers, UX Architects, Business Analysts, Engineering teams, Data Architects, Security teams, and Vendors throughout the software development lifecycle.
- Developing architecture roadmaps supporting Agile, iterative, and human-centered product development methodologies.
- Reviewing vendor architecture, implementation plans, technical documentation, migration strategies, and design deliverables to ensure quality, scalability, maintainability, accessibility, and security.
- Providing technical leadership for enterprise integrations including APIs, middleware, identity management, ERP systems, financial platforms, reporting platforms, legacy applications, and third-party vendor solutions.
- Advising development teams on configurable platform capabilities, custom development strategies, reusable architecture patterns, and enterprise integration best practices.
- Designing Proof of Concepts (POCs), prototypes, and technical demonstrations to validate architectural approaches.
- Supporting phased implementation planning by identifying dependencies, technical risks, migration strategies, and architectural constraints.
- Leading legacy application modernization initiatives and cloud migration strategies.
- Supporting enterprise data migration efforts including data mapping, transformation, cleansing, validation, reconciliation, and production cutover planning.
- Promoting architecture governance, technical documentation, peer reviews, coding standards, automated testing, DevSecOps practices, and security-by-design principles.
- Evaluating AI-enabled development capabilities, automation tools, analytics platforms, and emerging technologies while ensuring compliance with governance, accessibility, privacy, and security requirements.
- Communicating architecture decisions, technical tradeoffs, implementation strategies, and solution recommendations to both executive leadership and technical stakeholders.

Minimum Qualifications
- Minimum 8 years of experience in software engineering, enterprise technology, systems implementation, technology architecture, or IT delivery.
- Minimum 5 years of experience serving as a Technical Solution Architect, Enterprise Architect, Engineering Lead, Technical Lead, or similar architecture role.
- Minimum 5 years working within Agile product delivery environments using iterative development methodologies.
- Demonstrated experience translating business requirements into enterprise-scale technical architecture.
- Strong experience designing enterprise cloud solutions.
- Experience with enterprise API strategy and systems integration.
- Experience implementing security controls and enterprise security architecture.
- Experience with accessibility standards and enterprise compliance requirements.
- Experience supporting enterprise-wide phased implementations.
- Experience planning and executing enterprise data migration initiatives.
- Experience reviewing vendor technical architecture and implementation deliverables.
- Experience evaluating or using AI-assisted tools for software development, documentation, testing, migration, code review, or quality assurance.
- Excellent analytical, communication, facilitation, documentation, and stakeholder management skills.
- Ability to communicate effectively with executive leadership, business users, technical teams, and external vendors.

Work Environment
Hybrid work model based in Boston, Massachusetts. Standard working hours are Monday through Friday, 9:00 AM to 5:00 PM EST. Primary work location is the McCormack Building, 1 Ashburton Place, Boston, MA. Candidates must be willing to report onsite for executive meetings, project meetings, workshops, training sessions, architecture reviews, and other business-critical activities as required.

Pay and Schedule
- Pay Rate: $86.42/hour on 1099
- Contract Type: Long-Term Contract
