Role Overview
The Technical Project Manager will lead execution for high priority program, ensuring delivery remains aligned to approved scope, schedule, budget, quality standards, and stakeholder expectations. This role will partner closely with VRO leaders, product owners, business analysts, technology teams, vendors, and cross-functional stakeholders to plan and drive complex information technology workstreams from initiation through delivery and stabilization.

The ideal candidate combines disciplined project management, technical delivery fluency, strong communication, and a practical understanding of systems, data, integrations, and agile or hybrid delivery methods.
Responsibilities
- Manage project execution to ensure adherence to approved budget, schedule, scope, and quality expectations.
- Develop and maintain project plans for information technology initiatives, including objectives, technologies, systems, information specifications, schedules, funding, staffing assumptions, risks, and dependencies.
- Develop and manage work breakdown structures (WBS), delivery roadmaps, milestone plans, release plans, and integrated project schedules.
- Monitor and track project milestones, deliverables, decisions, risks, issues, dependencies, and change requests throughout the delivery lifecycle.
- Submit project deliverables and ensure they meet agreed quality standards, acceptance criteria, documentation expectations, and governance requirements.
- Cover activities across project personnel, technology teams, business stakeholders, product owners, business analysts, developers, architects, QA, security, operations, and vendor partners.
- Confer with project personnel to identify, triage, and resolve delivery problems, technical blockers, resource constraints, and integration dependencies.
- Maintain a working understanding of relevant systems, technologies, environments, data flows, integrations, and architecture considerations to support realistic planning and decision-making.
- Partner with Business Analysts and Product Owners to ensure requirements, user stories, acceptance criteria, test plans, and release scope are clear, feasible, and aligned to business outcomes.
- Support agile, waterfall, or hybrid ceremonies as needed, including planning, standups, backlog reviews, sprint reviews, retrospectives, status meetings, and steering committee discussions.
- Governance, Reporting & Controls:
- Prepare project status reports by collecting, analyzing, and summarizing information, trends, accomplishments, risks, issues, financials, milestones, and upcoming decisions.
- Establish and maintain project governance routines, including decision forums, escalation paths, RAID logs, action trackers, change control, and executive-ready reporting.
- Track resource plans, staffing needs, spans of authority, assigned responsibilities, and handoffs to ensure clear ownership and delivery accountability.
- Identify scope, timeline, budget, quality, compliance, and operational risks; facilitate mitigation planning and escalate appropriately.
- Support auditability by maintaining accurate, accessible project artifacts, including plans, schedules, meeting notes, decisions, approvals, and delivery documentation.
- Communication & Stakeholder Management:
- Establish and execute a project communication plan tailored to executive, business, and technical audiences.
- Facilitate productive project discussions with clear agendas, decisions, action items, owners, and follow-up expectations.
- Translate technical delivery information into concise, business-friendly updates that emphasize outcomes, risks, dependencies, and decisions needed.
- Influence stakeholders toward realistic, value-driven tradeoffs among scope, timeline, cost, quality, risk, and operational readiness.
- Support change management activities by coordinating with change leads on stakeholder impacts, communications, training needs, adoption tracking, and transition planning.
Qualifications & Experience
- Any combination of training, education, and experience equivalent to graduation from an accredited college or university with a degree in Computer Science, Computer Information Systems, Business Administration, or a related field.
- Experience managing systems, technology, software, data, or service delivery projects in a complex business environment.
- Demonstrated ability to manage project scope, budgets, schedules, risks, dependencies, cross-functional teams, and executive-level status reporting.
- Experience building project plans, WBS structures, delivery schedules, RAID logs, governance materials, implementation plans, and communication plans.
- Strong understanding of agile, waterfall, and hybrid delivery models, including project governance, backlog management, testing, release management, and operational readiness.
- Proven ability to partner with senior stakeholders, technical teams, vendors, and business groups to resolve ambiguity, manage competing priorities, and drive alignment.
- Excellent communication skills - written, verbal, visual, and facilitation - with the ability to tailor messages for executive, business, and technical audiences.
- Highly organized, detail-oriented, proactive, and comfortable operating in a fast-paced environment with evolving priorities.
- Project management and delivery tools such as Microsoft Project, Azure DevOps, Jira, Planner, Smartsheet, or similar platforms.
- Collaboration and documentation tools such as Microsoft Teams, SharePoint, Confluence, PowerPoint, Word, and Excel.
- Database user interface and query software; ability to understand basic data structures, data flows, reporting needs, and query outputs.
- Development environment software and familiarity with software delivery lifecycle concepts, environments, integrations, testing, and deployment approaches.
- Pattern design software, diagramming, and process-modeling tools such as Visio, Lucidchart, Miro, or similar tools.
- Reporting and dashboard tools used to track delivery performance, milestones, risks, issues, and business outcomes.
- Structured, analytical, and outcome-oriented, with strong follow-through and attention to detail.
- Collaborative and partnership-focused, with the ability to build trust across business and technical groups.
- Calm, resilient, and pragmatic when managing ambiguity, competing priorities, and delivery pressure.
- Comfortable challenging assumptions constructively and using data, risks, and delivery facts to support decisions.
- Clear, concise, and executive-ready in written and verbal communication.
