Technical Director, Project Management
WSP is seeking a Technical Director, Project Management for our Mountain Pacific Region. Be involved in projects with our Pacific Northwest Team and be part of a growing organization that meets our client’s objectives and solves their challenges. Our Mountain Pacific Projects Team provides project and program management and engineering services for major transportation infrastructure projects and supports WSP's projects within the region.
About the role
This position can be located in any of our Offices in the Pacific Northwest. You will support major transportation programs and projects, overseeing cross-functional teams of technical professionals and subject matter experts to execute project work on mid-to-large and/or multiple concurrent projects.
Responsibilities
- Oversee and monitor cross-functional teams to execute project work, including budgets, tracking hours and expenses, task completion, cost, compliance documentation, and managing contractual obligations.
- Support the development of project proposals, cost estimates, scope, schedules, and resource plans.
- Assist Program and Project Managers with budget development, monitoring, Estimate to Completes (ETCs), recovery plans, and invoices.
- Assist with change management, such as documenting scope changes or additions.
- Support quality management by defining quality metrics and planning quality assurance and control activities.
- Develop contract change orders and support subcontract development and amendments.
- Partner with management to maintain regular client communications, including reporting on monthly status, safety incidents, and major issues with scope and budget impacts.
- Manage administration, contract compliance, and key financial elements of multiple portfolio contracts and large-scale multidisciplinary projects.
- Assist in developing Project Management reporting needs and tools.
- Provide continuous project management and quality program support.
- Monitor project progress, claims, and invoicing/payments.
- Support the development and updates to Project Initiation/Setup Documentation, including Risk (REF/RMP), Project Management Plan (PMP), Project Quality Plan (QP), Project Safety (PSP), and Communications Plan.
- Provide regular project reporting and updates to clients, technical area, and business unit managers, identifying emergent issues with scope, risk, and/or budget.
- Manage and provide performance guidance and leadership to assigned project management staff.
- Exercise responsible and ethical decision-making regarding company funds, resources, and conduct, adhering to WSP’s Code of Conduct.
- Manage and develop competitive grants for transportation projects.
- Support the development of local growth, forecast, and business development strategy in collaboration with District, Region, and National Business Line Leaders.
Requirements
- Bachelor's Degree in Engineering, Construction Management, Planning, or a related discipline.
- 12+ years of relevant post-education experience with 5+ years in transit and transportation projects.
- Proficient understanding of the project delivery process within the A/E/C industry and strong background in project management.
- Essential project management certification or established equivalent experience (e.g., PMP, CAP-M).
- Highly proficient analytical and organizational skills, with business acumen to bridge business and project management.
- Strong critical thinking and problem-solving skills to assess and apply project management principles.
- Highly proficient interpersonal and communication skills for effective interaction with leadership, subcontractors, and employees at all levels.
- Strong self-leadership with attention to detail, multitasking, and adaptability to changing priorities in a dynamic work environment.
- Ability to work independently and provide guidance to mid-level to senior-level team members with strict adherence to QA/QC.
- Proficiency with technical writing, office automation, relevant software, MS Office suite (e.g., Word, Excel, Visio, Project, SharePoint, Power BI), and PM tools.
- Demonstrated effectiveness in coordinating resources and directing consultants, suppliers, and subcontractors.
- Proven track record of upholding workplace safety and ability to abide by WSP’s health, safety, and drug/alcohol and harassment policies.
- Ability to work schedules conducive to project-specific requirements that may extend beyond the typical workweek.
Preferred Qualifications
- Background knowledge of transportation planning, design, or construction industry.
- Experience with Microsoft Project, Primavera P6, or other project scheduling software.
- Experience designing and developing Power BI reports and dashboards.
- Ability to prepare written correspondence and presentations as directed by the Project Manager.
- Ability to learn, navigate, use, and train others on enterprise systems.
- Desired programming experience.

Pay
Expected Salary (all locations): $176,000 - $259,000. WSP USA reserves the right to ultimately pay more or less than the posted range based on education, experience, knowledge, skills, abilities, internal equity, and geographic location.
