Technical Business Analyst

About the role

This Business Analyst 2 will serve as a Delivery & Validation Business Analyst within the Project Management Office (PMO), supporting application modernization, technology upgrades, infrastructure initiatives, system migrations, and other technology projects across the agency. The position performs core business analysis responsibilities with a specialization in requirements traceability, solution validation, business readiness, and transition to production. The analyst works closely with business stakeholders, Project Managers, Application Development, architects, technical teams, vendors, and other partners to understand business needs and translate them into clear, structured, and actionable requirements.

Responsibilities

• Elicit, analyze, document, validate, and maintain business and functional requirements across business and technical stakeholder groups.
• Facilitate stakeholder sessions and produce business and functional requirements documentation.
• Develop current‑state and future‑state process documentation, business rules, acceptance criteria, gap analyses, and requirements traceability matrices.
• Evaluate proposed technology solutions against documented business requirements, processes, constraints, and intended outcomes; identify gaps, impacts, dependencies, risks, and areas needing further analysis.
• Ensure business needs remain connected to solution decisions throughout the project lifecycle and that changes to requirements, scope, or functionality are properly analyzed and documented.
• Lead business validation and User Acceptance Testing (UAT), translating validated requirements and processes into structured validation scenarios and test cases.
• Coordinate business testers, testing schedules, and testing activities; support test execution, track validation results and defects, and maintain traceability between requirements, test outcomes, and stakeholder acceptance.
• Conduct functional UAT, regression testing, business process validation, data validation, or other forms of business acceptance as required by the initiative.
• Support business and operational readiness for application modernization, technology upgrades, infrastructure initiatives, and system migrations by identifying impacted applications, processes, stakeholders, dependencies, and validation requirements.
• Contribute to readiness assessments, cut‑over planning, stakeholder communications, post‑implementation validation, and transition activities to ensure successful introduction of technology changes into the operational environment.
• Assess user and stakeholder impacts and develop supporting materials such as user documentation, job aids, training materials, release communications, and other adoption resources, with the level of support determined by scope and business impact.

Requirements

• Experience performing business analysis for complex technology projects, including application modernization, technology upgrades, infrastructure initiatives, and system migrations.
• Proficiency in eliciting, analyzing, documenting, validating, and maintaining business and functional requirements across diverse stakeholder groups.
• Ability to develop current‑state and future‑state process documentation, gap analyses, business impact assessments, workflows, and other structured analysis artifacts.
• Skill in evaluating proposed technology solutions against business requirements, processes, constraints, and intended outcomes.
• Experience developing and coordinating UAT or other business validation activities, including requirements‑based test scenarios, test case execution, defect management, traceability, and stakeholder acceptance.
• Familiarity with Azure DevOps or comparable project/test‑management tools for managing requirements, test cases, validation results, defects, and related delivery artifacts.
• Knowledge of release readiness, application readiness, system migrations, production cut‑overs, regression validation, and post‑implementation activities.
• Experience supporting internally developed applications such as regulatory or operational systems (e.g., the Commission’s CAI system or InfoMap) or comparable platforms.
• Understanding of regulatory, compliance, or public‑sector business processes, including documentation of statutory requirements, business rules, workflows, and operational procedures.
• Strong written communication skills with the ability to produce clear, professional business and technical documentation and convey complex information effectively to both business and technical audiences.
• Demonstrated ability to independently organize work, manage competing priorities, identify gaps and risks, take ownership of deliverables, and develop well‑reasoned recommendations.
