Qualifications
Education and Experience:
- Bachelor’s or higher degree in environmental science, physical sciences (e.g., physics, chemistry, geology, meteorology), ecology, sustainability or applied science in sustainability, life sciences (e.g., biology, microbiology, health physics or biophysics), environmental health, pre-medicine, engineering, or other acceptable science or natural resource-related field.
- Four years of full-time professional environmental program, natural resource conservation work, or full-time professional work ensuring compliance with radiation safety standards and/or environmental regulations.
Substitution of Education for Experience:
- Graduate coursework in environmental science, biology, chemistry, geology, engineering, physics, ecology, sustainability, applied science in sustainability, or other acceptable science or natural resource-related field may substitute for the required experience on a year-for-year basis (24 semester hours = one year), up to a maximum of two years.
Substitution of a Specific Bachelor’s Degree for Experience:
- A bachelor’s degree in health physics or nuclear engineering may substitute for one year of the required experience in the Division of Radiological Health.
Necessary Special Qualifications:
- Valid motor vehicle operator’s license at the time of appointment (required for some positions).
Driver’s License Requirements:
- Valid driver’s license.
- No DUI, reckless driving, or license suspension for moving violations in the past five years.
- No more than four moving violations in the past five years.
About the Role
Under direction, this position is responsible for managerial professional environmental program work of moderate difficulty. This is the second managerial/supervisory level in the TDEC Environmental Manager classification series. The role involves supervising a moderate to large program or section within environmental regulatory, radiological health, and/or assistance programs.
Responsibilities
- Oversee direct reports through performance reviews, task assignments, and adherence to division/agency regulations, policies, and SOPs.
- Review staff assignments (e.g., inspection reports, permits, corrective action documents) for accuracy and completion.
- Coordinate disciplinary actions with Human Resources as needed.
- Provide technical and/or managerial support for environmental inspections, complaint investigations, remediation, monitoring (e.g., sampling pollutants or ionizing radiation), and environmental surveys.
- Inspect equipment, structures, materials, and sites/facilities to evaluate compliance with environmental laws and standards.
- Develop corrective action recommendations and initiate enforcement actions to ensure compliance.
- Obtain, review, and analyze technical information (e.g., permits, reports, NEPA documents, licenses, computational modeling) for accuracy and compliance.
- Prepare technical documents (e.g., inspection reports, permits, operational plans) in a legally defensible manner.
- Maintain data and databases, generating reports for stakeholders as needed.
- Discuss employment recommendations with management based on workload and resources.
- Recruit, interview, and assist in hiring employees while adhering to preferred services rules.
- Encourage team development through workgroups, training, and professional development opportunities.
- Coach, train, and mentor staff to improve knowledge and skills.
- Perform or support research on regulatory information and special evaluation studies to develop/revise rules, regulations, and SOPs.
- Provide consultative or technical support to stakeholders on regulatory interpretations and environmental stewardship.
- Assist with budget adherence, fee program management, purchase requests, and contract oversight.
- Manage state and/or federal grant loan programs, including planning, fieldwork, reporting, and public outreach.
