About the role

Join TCEQ's Litigation Division within the Office of Legal Services (OLS), which manages legal services for the agency in environmental law, enforcement litigation, bankruptcy, and general agency operations. The office provides legal counsel and support to the executive director, agency programs, and commissioners. This position is part of OLS's Litigation Division, specifically in one of its enforcement sections.

Responsibilities

• Develop enforcement cases through administrative litigation.
• Negotiate settlement agreements and participate in contested case hearings, agency agenda meetings, and alternative dispute resolution.
• Advise TCEQ staff on legal matters related to investigation and enforcement, including the application of relevant state laws and regulations.
• Respond to questions from public officials and the general public about TCEQ enforcement.
• Provide legal support to TCEQ's Office of Compliance and Enforcement and other agency programs as assigned.
• Conduct legal research and prepare legal opinions, briefs, and memoranda for long-term projects or novel legal issues.
• Contribute to TCEQ's development of basic agency rules and policies.

Requirements

• Admission to the State Bar of Texas (applicants who have taken the Texas Bar Exam and are awaiting admission may still be considered for employment in a non-Attorney position).
• Experience and/or coursework in environmental law (official transcript required).
• Experience conducting legal research and writing (e.g., legal briefs, memoranda, pleadings, settlement agreements, or law review articles).
