Tanzanian Policy Lead

About the assignment

The UK-Tanzania Green Growth Facility (GGF), implemented by Palladium, and the Vice President's Office (VPO) intend to collaborate on the development of Tanzania's National Article 6 Framework. The work will support Tanzania's readiness to participate in Article 6.2, 6.4, and 6.8 activities, while promoting environmental integrity and sustainable development.

Scope of work

The assignment will focus on two linked outputs: a consolidated assessment of Article 6 readiness and implementation needs with recommendations, and a National Article 6 Framework. The assessment will draw on existing studies, stakeholder inputs and relevant experience from peer countries. It will identify gaps, opportunities and implementation needs, review the status of Tanzania's reporting to the UNFCCC, and provide practical recommendations on registry operations, ITMO tracking and institutional arrangements. The framework will build on the existing draft and set out processes, institutional arrangements, decision-making tools and safeguards, together with recommendations for aligning carbon market regulations, guidance and institutional responsibilities.

Team structure

The work will be undertaken by an international technical lead and a Tanzanian consultant working as an integrated team under the direction of GGF and in close coordination with VPO, the National Carbon Monitoring Centre, the First Vice President's Office of Zanzibar and relevant sector institutions.

Duty station and duration

Tanzania, with travel to Dodoma and other locations as required. Duration: 1st September 2026 – 31st December 2026.

Budget

Ceiling GBP 7000, inclusive of professional fees and all assignment-related costs except travel costs.

Primary duties and responsibilities

• Support the inception phase by preparing a stakeholder map, document inventory, consultation schedule and government engagement plan
• Serve as the principal liaison between the consultant team, GGF and government counterparts, ensuring effective coordination throughout the assignment
• Facilitate access to relevant legislation, policies, technical studies, institutional data and government inputs, and coordinate information collection and verification
• Analyze Tanzania's legal, policy and institutional framework for carbon markets, including institutional mandates, implementation challenges and opportunities for regulatory alignment
• Assess institutional roles, coordination arrangements, UNFCCC reporting status, registry readiness, ITMO tracking and implementation capacity across Mainland Tanzania and Zanzibar
• Provide substantive inputs to the diagnostic assessment, including national evidence, stakeholder perspectives, political economy considerations, institutional feasibility and recommendations for phased implementation
• Support the government-led development and review of the National Article 6 Framework to ensure it is practical, legally consistent and aligned with Tanzania's institutional context
• Support government-led stakeholder validation, dissemination planning and technical handover
• Ensure that national priorities, government ownership and stakeholder perspectives are reflected throughout the assignment and integrated into all deliverables

Required qualifications

• Tanzanian national with an advanced degree in environmental law, public policy, climate change, economics, international development, natural resource governance or a closely related field
• At least eight years of relevant professional experience in Tanzania, including work with national government institutions on climate change, environmental governance, carbon markets or related policy processes
• Strong knowledge of Tanzania's carbon market governance, environmental legislation, policy-making processes and institutional landscape
• Demonstrated experience conducting policy and institutional analysis, facilitating government consultations and translating stakeholder inputs into clear written recommendations
• Experience with Article 6, carbon trading, climate transparency, MRV, NDC implementation or UNFCCC reporting is strongly preferred
• Demonstrated ability to work effectively with senior government officials, technical officers, private sector stakeholders, civil society and development partners
• Excellent written and spoken English and Kiswahili
• Strong organization, diplomacy, judgement and follow-through, combined with the ability to provide independent substantive analysis
