Talent Management and Organizational Development Manager
The Federal Reserve Bank of Philadelphia is one of the 12 regional Reserve Banks that, together with the Board of Governors in Washington, D.C., make up the Federal Reserve System. About the role
As the Talent Management and Organizational Development Manager, you will manage, develop, and drive results for the talent development and organizational development team while collaborating with internal stakeholders. You will serve as the subject matter expert on talent development and organizational development, including onboarding, leadership programs, coaching, organizational design, succession planning, workforce strategies, team collaboration, diversity, equity, inclusion, and key strategic business relationships. You will oversee the Bank’s talent strategy, lead the performance management process, and manage the Talent Management and Organizational Development budget, contractual services, and program evaluation. Additionally, you will prepare reports for management and represent the Bank on selected System projects related to enterprise talent management and learning.
Responsibilities
- Oversee the day-to-day operations of the Talent Development and Organizational Development staff and goals.
- Build and evaluate the skills and capabilities of the team by setting clear performance expectations, providing coaching, and establishing learning plans.
- Evaluate performance regularly, deliver timely feedback, and conduct thorough performance reviews.
- Act as a trusted advisor to senior leaders and business unit managers to develop and implement talent strategic plans.
- Determine workforce developmental needs in collaboration with leadership.
- Create and implement a Talent Dynamic Strategy to enable the Bank’s workforce with skills to meet current and future strategic objectives.
- Develop Talent Management and Organizational Development (TMOD) strategies in support of the Bank’s overarching talent goals.
- Partner with business line leadership to develop and execute specific TMOD strategies for their areas.
- Innovate on Bank talent strategy by designing programs, tools, and training, and evolving workforce plans with business leaders.
- Conduct needs analysis and assessments to measure and evaluate the effectiveness of learning and professional development efforts.
- Develop, oversee, and evolve metrics for the Bank’s Talent Strategy to demonstrate progress toward workforce goals.
- Lead, design, and conduct management and executive development programs related to Talent Management Initiatives and other training programs.
- Lead the Bank’s employee engagement activities, including the Bank’s survey, to inform talent strategy.
- Manage vendor relationships in support of the Bank’s talent strategy.
Requirements
- Minimum of 10 years of progressive experience in developing and leading talent development programs, organizational development efforts, and human resources.
- Bachelor’s degree required; Master’s degree or equivalent business experience preferred.
- Human Resources Certification preferred.
- Ability to work in a fast-paced environment, handle multiple tasks, and work well under pressure.
- Moderate travel to other Federal Reserve Banks as required.

- Strong analytical skills, with the ability to analyze data, understand trends, and develop actionable recommendations.
- Proficiency in MS Office Suite (Outlook, Excel, Word); experience with Workday a plus.
- Excellent interpersonal and communication skills; strong customer service orientation.
- Excellent knowledge of all Federal Reserve System and Board of Governors (BOG) functions.
- Skilled in conducting and leading training for large and small groups using classroom and online technology.
- Experience leading System projects related to talent development and organizational development.
- Effective in working with all levels of management and employees.

Salary grade for this position is 16. Final salary and offer will be determined by the applicant's background, experience, and skills, as well as internal equity and alignment with market data.
