About the Role

This is professional human resources work in the specialized area of talent acquisition. The role ensures appropriate and consistent statewide interpretation of and compliance with personnel laws, regulations, and standards within the Maryland Judiciary. The Talent Acquisition Partner functions as a technical expert in acquisition, providing direction and guidance to personnel staff of the Courts and Units without supervising. The position requires travel throughout Maryland for on-site visits at Courts and Units, participation in job fairs, and attendance at community events both in and out of the state.

Responsibilities

  • Coordinate with hiring managers to complete position intake calls; identify talent acquisition needs including hiring criteria, interview processes, development of assessments, construction of hiring panels, and determination of offer dates.
  • Source potential candidates using CONNECT and other online channels such as social platforms and professional networks.
  • Develop and post job announcements to the Judiciary website through the applicant tracking system and other external means.
  • Provide subject matter expertise to stakeholders on current hiring practices and acquisition methods.
  • Analyze, evaluate, and provide technical assistance, support, and consultation on issues, practices, requests, or proposals from Courts and Units.
  • Determine and recommend best practices, final courses of action, or alternative solutions to ensure compliance with personnel laws, regulations, and standards within Judiciary HR policies.
  • Develop and present marketing/promotional materials for job fairs, employee training, orientations, or other employee events.
  • Participate in career fairs, community events, diversity initiatives, and professional networking events.
  • Develop and implement creative acquisition strategies.
  • Maintain awareness of current talent acquisition practices through literature review, research, and professional development.
  • Recommend new or revised personnel policies, procedures, and standards in talent acquisition to improve efficiency and effectiveness.
  • Review selected applicants' qualifications along with job requirements to determine salary options while maintaining compliance with Judiciary Human Resources Class and Salary pay philosophies.
  • Review applications and route qualified applicants to hiring managers for further review.
  • Perform eSkill assessments to evaluate candidates' proficiency in Microsoft Word Suite, attention to detail, analytical skills, and customer service.
  • Complete appropriate background check processes.
  • Determine job offers and complete the offer process through dissemination of the offer letter.
  • Perform other related duties as assigned.

Requirements

  • Bachelor's Degree from an accredited college or university.
  • Three (3) years of professional human resources experience in talent acquisition.
  • Professional human resources work experience may substitute on a year-for-year basis for up to four (4) years of the required education.

Skills

  • Knowledge of current laws, theories, principles, standards, methods, techniques, and practices related to talent acquisition.
  • Familiarity with policies, procedures, and standards of the Maryland Judiciary Human Resources Department.
  • Skill in interpreting, applying, and explaining complex, technically oriented personnel laws, regulations, rules, policies, and procedures.
  • Ability to develop and organize analytical reports.
  • Ability to resolve complex personnel problems by applying various methodologies and deciding between alternative solutions.
  • Ability to establish and maintain effective working relationships with stakeholders, including front-line court staff, supervisors, managers, executives, public officials, and the general public.
  • Strong written and verbal communication skills.
  • Ability to multi-task and process transactions within a short timeframe.
  • Ability to maintain confidentiality.
  • Proficiency in using a variety of software, including applicant tracking systems, Microsoft Word, Excel, Outlook, Adobe Acrobat, Google Chrome/Microsoft Edge, PeopleSoft, ABRA, and Skype for Business.
  • Ability to provide an exemplary level of customer service to all stakeholders and clients.

Full-time position.

Additional Information

As a state employee, you may be required to file an annual Financial Disclosure with the State Ethics Commission. If required, you will be notified by the Judiciary Human Resources Division and must file within 30 days of employment and no later than April 30th of each subsequent calendar year.

Physical requirements: Light work, exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently.

Equipment used includes personal computers, copiers, fax machines, and general office equipment.
