Talent Acquisition Human Resources Officer (Strategic Recruiting & Outreach)
About This Position
The City of Phoenix Human Resources Department is seeking a Talent Acquisition Human Resources Officer to support the hiring and recruitment efforts. The Talent Acquisition Division supports over 40 departments citywide and a workforce of more than 14,000. As a member of the Talent Acquisition Leadership Team, you will be a hands-on leader overseeing a team of recruiters while also guiding outreach and community engagement efforts.

We are looking for a strong communicator and relationship builder with experience in large, complex organizations and a passion for innovative, inclusive recruitment strategies.
Key Responsibilities
- Lead, motivate, and develop a high-performing team of recruiters while serving as a trusted advisor to departments on talent strategies, recruitment processes, and best practices.
- Manage a small recruiter block and partner closely with hiring managers to design effective job announcements, screening tools, interview materials, and an exceptional candidate experience.
- Build and strengthen partnerships with nonprofits, educational institutions, workforce agencies, and organizations supporting vulnerable populations to expand diverse talent pipelines and community engagement.
- Advise leaders on labor market trends, inclusive hiring practices, strategic recruitments and outreach, and creative solutions that broaden access to employment.
- Partner with departments to identify workforce needs and develop targeted talent pathways with schools, creating pipelines that support future hiring and long-term organizational growth.
- Represent the City at hiring events and community activities to promote equitable employment opportunities and strengthen external relationships.
- Ensure full compliance with federal, state, and local employment laws and regulations, along with all City policies, while educating staff and stakeholders on recruitment, sourcing strategies, and legislative updates.
- Develop training, presentations, and communication materials to support consistent, high-quality recruitment operations citywide.
- Collaborate with the Sr. Public Information Officer to develop recruitment advertising to support efforts to strategically reach candidates for niche roles.
Salary and Hiring Range
Pay and Hiring Range: $99,364.80 - $130,478.40 annually. Pay Range Explanation: Pay range is the entire compensation range for the position classification. Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity. Promotions occur when the last two digits of the pay grade increase. Demotions occur when the last two digits of the pay grade decrease. Lateral transfers occur when there is no change to the last two digits of the pay grade. When there is a change in the first digit of the pay grade, there may also be a change to your classification or unit.
