Responsibilities

  • Manage full-cycle recruitment for assigned positions, including sourcing, screening, interviewing, coordinating interviews, extending offers, and onboarding support.
  • Partner with hiring managers to understand workforce needs, position requirements, and desired candidate competencies.
  • Develop recruitment strategies to attract qualified and diverse candidate pools based on organizational and department needs.
  • Source, screen, interview, and evaluate candidates using behavioral and competency-based interviewing techniques.
  • Conduct intake meetings with hiring managers to establish recruitment timelines, candidate qualifications, and selection strategies.
  • Source and attract qualified candidates using job boards, social media, employee referrals, networking, and direct sourcing techniques.
  • Review resumes and applications in a timely manner to identify qualified candidates.
  • Coordinate and facilitate the interview process, including scheduling, communication logistics, preparing interview materials, and ensuring a positive candidate experience.
  • Consult with hiring managers on labor market trends, recruitment challenges, compensation considerations, and best hiring practices.
  • Develop interview strategies, structured interview guides, candidate evaluation criteria, and selection recommendations.
  • Conduct regular workforce planning meetings with assigned departments to anticipate staffing needs and develop proactive hiring strategies.
  • Extend verbal and written job offers and negotiate within established organizational guidelines.
  • Serve as the primary point of contact for candidates, providing timely communication, updates, and guidance throughout the recruitment process.
  • Maintain candidate engagement between offer acceptance and onboarding to reduce offer declines and improve the candidate experience.
  • Partner with Onboarding Coordinators to monitor candidate progress through pre-employment requirements and resolve issues that could delay start dates.
  • Build and maintain talent pipelines through networking, community partnerships, and proactive sourcing efforts.
  • Ensure compliance with all applicable employment laws, policies, and hiring procedures.
  • Participate in continuous improvement initiatives to enhance recruitment processes, candidate experience, and hiring manager satisfaction.
  • Monitor recruitment metrics, including time to fill, candidate pipeline activity, interview ratios, offer acceptance rates, and hiring manager satisfaction.
  • Maintain accurate recruitment documentation and applicant tracking system records.
  • Provide onboarding status updates to managers and stakeholders throughout the pre-employment process.
  • Represent the agency at career fairs, networking events, community outreach activities, and other recruitment functions. Regular travel to recruitment sites is required.
  • Perform other job duties as assigned.

Requirements

  • Minimum of 3 years of full-cycle recruiting experience required.
  • Experience recruiting for healthcare, behavioral health, social services, or high-volume environments preferred.
  • Experience sourcing passive candidates and recruiting for difficult-to-fill positions preferred.

Qualifications

  • Bachelor’s degree in Human Resources, Business Administration, or related field preferred.
  • SHRM-CP, SHRM-SCP, PHR, or SPHR certification preferred.

  • Ability to analyze recruitment data and provide recommendations.
