Position Summary

This position serves as the section manager overseeing the Northeast Region (NER) Systems Planning and Operations (SPO) Section. As a member of the region management team, this position performs administrative and managerial functions in the development, implementation, and evaluation of complex program, policy, budgetary, and organizational components of the department's transportation engineering and planning programs. This position manages transportation facility planning, improvement program investment management, maintenance and winter operations, traffic operations, and Emergency Transportations Operations (ETO) program. This position also develops and maintains effective working relationships within the agency and with local officials, legislators, business and industry representatives, and the general public.

This position has the authority to independently commit department resources to achieve established goals and objectives. The responsibilities of this position involve highly professional and technical judgments which carry significant consequence of error. This position acts under general supervision and reports directly to the Region Deputy Director.

This position will serve as a region duty officer (RDO) and may be required to serve in a stand-by status to implement the region and department incident response plans when required.

Salary Information

This position is in schedule-range 81-02 with an annual salary of $120,640 - $126,526. Plus, an additional $2,080 per year for a Professional Engineer License.

Job Details

This state agency does not sponsor work visas. This state agency is not enrolled in USCIS E-Verify and is not eligible to employ international F-1 students seeking STEM-OPT extension. Any appointment made will be contingent on the applicant being able to prove valid status to work in the United States.

Qualifications

  • Experience working with transportation engineering principles, practices, programs, budgets, and/or project management. Experience may include design, construction, planning development, operation, and/or maintenance of transportation or similar systems.
  • Experience collaborating with a diverse group of partners including external and internal parties. Partners may include agency, division, and/or bureau/region partners; legislators; the public and/or the media; etc.
  • Experience leading a team of professional staff in formal or informal capacity. Experience may include performing in a formal supervisory role or leading a project team. Activities may include coaching, mentoring, reviewing/analyzing work, assigning workloads, directing work, assessing employee performance, motivating staff/team members.
  • In addition to all the above, well-qualified candidates must have one or more of the following:
    • Experience managing/supervising employees.
    • Experience managing multiple complex transportation programs concurrently.
    • Experience with data-driven decision making, process improvement, and/or risk analysis.
