About the Role

Analyzes user’s requirements, concept of operations documents, and high-level system architectures to develop system requirements specifications. Guides users in formulating requirements, advises alternative approaches, and conducts feasibility studies. Provides technical leadership for the integration of requirements, design, and technology. Incorporates new plans, designs, and systems into ongoing operations. Develops technical documentation and system architecture/design documentation. Leads system development and implementation planning through assessment or preparation of system engineering management plans and system integration and test plans.

Interacts with the Government regarding Systems Engineering technical considerations and for associated problems, issues, or conflicts. Ultimate responsibility for the technical integrity of work performed and deliverables associated with the Systems Engineering area of responsibility. Communicates with other program personnel, government overseers, and senior executives.

Responsibilities

  • Autonomous Dataflow Plan Engineering: synthesize high-level operational requirements into detailed, end-to-end dataflow plans, defining ingest points, transformation steps, security/compliance boundary crossings, and destination endpoints.
  • Independent Problem Solution: analyze and resolve complex dataflow routing issues where standardized documentation or procedures are insufficient or non-existent.
  • Rapid Domain Acquisition: independently research, analyze, and master new or unfamiliar systems and tools to address emerging operational needs.
  • SOP Adaptation and Knowledge Capture: leverage existing baseline documentation as a preliminary guide, while synthesizing tailor-made solutions into formal, repeatable procedures and technical recommendations.

Requirements

  • Systems engineering experience based on the highest level of education attained; degrees must be in a Qualified Engineering Field or a related discipline from an accredited college or university:
    • High School Diploma or GED — 12 years
    • Bachelor’s degree — 7 years
    • Master’s degree — 5 years
    • PhD — 3 years

Skills

  • Desired — Tooling and Workflow Tracking: familiarity with knowledge management and ticketing tools such as Confluence and Jira, used to track team progress, identify and address documentation gaps, and maintain comprehensive records of dataflows, workflows, and routing anomalies.
