Client: State of New York – Information Technology Services. Contract duration: 24 months.
About the role
As a Systems Developer – Expert, you will design, build, and maintain complex n-tier web applications that handle Protected Health Information (PHI) under HIPAA regulations.
Responsibilities
- Execute the full software development life cycle (SDLC).
- Develop and maintain code using Microsoft Visual Studio 2019 or higher, MVC architecture, .NET Core, JavaScript, Angular 2+, Ajax, HTML, XML, Web APIs, and WCF.
- Write and optimize SQL and PL/SQL scripts for Oracle 11G or higher: create and modify tables, indexes, constraints, triggers, views, stored procedures, packages, and perform data migrations.
- Diagnose and troubleshoot rules, calculations, and data issues in application reports using Crystal Reports.
- Mentor and guide other programmers—both state and consultant—on debugging, troubleshooting, securing, deploying applications, data access, data communications, and system architecture configurations.
- Use Team Foundation Server (TFS) for source-code version control, including branching and merging.
- Manage incidents and service requests through the IT Service Management (ITSM) system and coordinate with other ITS groups.
- Diagnose and debug production issues reported via ITSM, escalate critical calls, and participate in bridge calls to resolve issues.
- Report task status and outstanding issues to your supervisor.
Qualifications
- 84 months of experience developing and maintaining complex n-tier web browser-based applications in C# using Microsoft Visual Studio.
- 84 months of experience with Oracle 11G or higher, including writing and optimizing SQL and PL/SQL queries, updates, stored procedures, functions, cursors, and query tuning.
- 84 months of experience developing and maintaining web applications using modern client-side technologies: HTML5, AJAX, JavaScript, jQuery, Bootstrap, and Cascading Style Sheets.
- 36 months of experience developing applications with .NET Core MVC.
- 24 months of experience building responsive web-application user interfaces that comply with Web Content Accessibility Guidelines (WCAG) 2.0.
- 84 months of experience with Service-Oriented Architecture (SOA) integration, including secure .NET web-services using Windows Communication Foundation (WCF), SOAP/RESTful APIs, message/queue processing, and/or an Enterprise Service Bus.
- 60 months of experience using Team Foundation Server (TFS) for source-code management.
- 36 months of experience coding and maintaining applications that handle HIPAA Protected Health Information (PHI).
