SUPV IT PROJECT MANAGER
This position is located at Fort Meade, MD.
Responsibilities
- Performs the full range of first-line supervisory duties.
- Plans work to be accomplished, sets priorities, and schedules work to be completed within the Branch.
- Assigns work to subordinate employees based on organization priorities.
- Accepts, amends, or rejects work presented by subordinates.
- Ensures staff is effectively utilized to meet organization and customer needs, structuring assignments to create effective and economic recommendations.
- Balances workload and provides advice, guidance, and direction on a wide range of technical and process-related issues.
- Coordinates, plans, and schedules with other organization managers and customers as appropriate.
- Exercises supervisory personnel management responsibilities, including counseling employees, recommending and selecting candidates for vacancies, promotions, reassignments, and details, considering skills, qualifications, and mission requirements.
- Develops, modifies, and/or interprets performance standards.
- Appraises performance, recommends awards, hears and resolves employee complaints, and refers serious unresolved complaints to higher-level management.
- Approves leave.
Requirements
- Must be a U.S. Citizen or National.
- This national security position requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
- Males born after 12-31-1959 must be registered for Selective Service.
- Candidates must have served 3 months after the latest competitive appointment in the Federal service.
- Must meet the Time-in-Grade requirement: Applicants must have served 52 weeks as a GS-13 or higher grade in Federal Service.
- Must be able to obtain and maintain a Top-Secret security clearance and eligibility for access to Sensitive Compartmented Information (SCI).
- This is a drug-testing designated position.
- In accordance with the DoD 8140 policy series, the position requires completing Foundational Qualifications in 9 months and Residential Qualification requirements overall in 12 months.
- The incumbent must obtain a DAWIA Information Technology (IT) Level III certification within 2 years.
- The incumbent must obtain a Requirements Management Certification Training (RMCT) Level B certification within 6 months.
Qualifications
Basic Requirements:
- Attention to Detail: Experience reviewing your own information technology-related work or data and responsibility for reviewing the work of others to ensure accuracy, completeness, and consistency with standards.
- Customer Service: Developing and maintaining relationships with customers, anticipating and assessing current and future information technology needs, and developing or identifying IT products or services tailored to meet customer needs.
- Oral Communication: Briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including communicating complex technical information to a non-technical audience.
- Problem Solving: Identifying alternatives to address unique, highly complex, or sensitive IT-related issues. Anticipating IT-related problems and identifying potential sources of information to generate alternative solutions.
For the GS-14, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-13 grade level in the Federal service, or comparable in difficulty and responsibility to GS-13 if outside the Federal service. Specialized experience is defined as:
- Experience demonstrating an understanding of IT principles, concepts, methods, standards, and practices to develop and interpret policies, procedures, and strategies.
- Directing the planning and delivery of information technology services.
- Ability to assess and apply business analysis, systems design processes, and integrating aspects such as business case analysis, system analysis, and software development.

Education
There is no substitution of education for specialized experience at the GS-14 grade level.
