About the role

This position leads on-site railcar repairs, oversees third-party daily operations, and coordinates the maintenance and capital planning of supply chain assets. The role ensures timely, effective, and efficient railcar repairs, resolves daily third-party operating issues, and aligns long-term capital plans for supply chain assets. This position works closely with site logistics, demand chain planning, Dallas railcar fleet maintenance, and site order scheduling, reporting to the Technical Manager. This role is not eligible for the Alternative Work Schedule.

Responsibilities

  • Lead the timely, effective, and efficient resolution for all railcars requiring site review and repair.
  • Coordinate and oversee on-site rail maintenance provider services to ensure safe, timely, effective, and efficient repair of railcars.
  • Lead and coordinate the dispensation of railcars requiring Dallas review for potential shop, scrap, or site repairs, including projects requiring modifications such as re-stenciling or end-of-life cars.
  • Serve as the focal point for technical resolution with Dallas for car modifications and/or AAR 4-2 submissions.
  • Perform OTMA transactions in coordination with Dallas and site logistics.
  • Ensure on-site rail maintenance provider workload visibility and schedule align with OxyChem priorities.
  • Coordinate on-site rail maintenance provider site support to perform as a best-in-class onsite repair operation.
  • Measure on-site rail maintenance provider effectiveness, efficiency, and progress toward long-term objectives.
  • Requisition large-volume purchase items like gates, wheels, and bolsters.
  • Serve as the focal point for operating issues for Lemont-IMTT, Bay City, Burns Harbor, Panther, Cal-Chlor Ludington/New Brunswick, and barge operating issues.
  • Oversee and coordinate changes required of suppliers.
  • Lead projects, including those requiring AFEs, MOCs, and other supply chain support.
  • Coordinate supplier capacity by providing visibility to Oxy volume, obtaining supplier capacities, resolving gaps, and performing annual (or as-needed) operational reviews.
  • Ensure and/or perform physical inventory requirements at third-party locations.
  • Monitor and measure supplier performance.
  • Approve and code invoices in SAP.
  • Maintain current price sheets on the server.
  • Facilitate corrective actions for customer complaints (Corrective Action Requests).
  • Handle monthly and annual budgeting for third-party suppliers.
  • Facilitate routine maintenance and capital for Bay City and New Brunswick, ensuring and documenting short-term and long-term plans to meet business requirements.
  • Log maintenance approvals for future reference for invoices.
  • Coordinate support for barge (Deegan) repairs on-site and serve as a liaison between barge operators and site operators.
  • Perform fuel log at the beginning and end of the year as input to final invoicing for Deegan.
  • Ensure all operating repairs are coordinated with planning, and return to operations is visible.
  • Perform annual fixed asset review to ensure a current and accurate Fixed Asset register.
  • Perform other duties as assigned.
  • Actively support plant and corporate HESS safety programs, objectives, and expectations.
  • Follow the Ludington Guiding Principles.
  • Support the Food Safety Program and Quality Program, adhering to FDA requirements.

Requirements

  • Associate’s Degree or 10 years of comparable work experience (pre-employment requirement).
  • Basic computer skills.
  • Maintain current Transportation Worker Identity Credential (TWIC) (post-employment requirement).
  • Some travel required.

Qualifications

  • Bachelor’s Degree (desired).
  • Strong mechanical aptitude or maintenance experience associated with railcars, terminal operations, bagging, or barge equipment.
  • Intermediate proficiency in Microsoft Excel and SAP.
  • Successful experience building supplier relationships.
