About the Role

The Supply Chain Procurement Specialist manages procurement activities involving services, specialized materials, and equipment. This role supports efficient supply chain operations by developing procurement strategies, negotiating subcontract agreements, coordinating with cross-functional stakeholders, and ensuring compliance with contractual and regulatory requirements. The position contributes to program success through effective supplier management, cost control, risk mitigation, and timely procurement execution.

Responsibilities

  • Develop subcontract specifications, work statements, and terms and conditions for procurement activities.
  • Prepare bid packages, conduct bidders conferences, and evaluate supplier proposals.
  • Negotiate subcontract provisions, select subcontractors, and administer subcontract agreements.
  • Ensure accurate procurement documentation and receipt recording.
  • Coordinate subcontract funding, invoice processing, and program reviews.
  • Collaborate with Contracts, Engineering, Quality, Supplier Development, Planning, Operations, and Program teams.
  • Evaluate and monitor supplier quality, reliability, delivery performance, and capabilities.
  • Identify strategies to reduce costs, improve efficiency, and manage supply chain risks.
  • Manage subcontract performance and ensure compliance with applicable laws, regulations, and company policies.
  • Apply process improvement methodologies, including Lean Six Sigma, in collaboration with suppliers.
  • Develop and manage strategic and key supplier relationships.
  • Review and approve supplier payments.

Requirements

  • High school diploma or GED with 6 years of related experience; or bachelor’s degree with 2+ years of related experience; or master’s degree with 1+ year of related experience.
  • Proficiency with Microsoft Office applications, including Word, Excel, and PowerPoint.
  • Strong organizational skills with the ability to prioritize multiple responsibilities.
  • Ability to obtain and maintain a Secret security clearance.
  • Preferred: Government or aerospace procurement experience.
  • Knowledge of Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) requirements.
  • Familiarity with Contractor Purchasing System Review (CPSR) requirements and government audits.
  • Experience with aircraft maintenance contract procurement.
  • Experience with Import/Export and ITAR requirements.
  • SAP experience preferred.

Pay

Salary range: $62,700–$94,100 per year. Potential eligibility for overtime, shift differentials, discretionary bonuses, and long-term incentives, depending on position.
