This position is in the Excepted Service under 10 USC 1599f and does not convey eligibility to be converted to the Competitive Service. It is a supervisory/management role at the Senior Work Level within the Cyber Excepted Service (CES) Occupational Structure, located in the DISA ESS OFF Security Management Division.

About the role

This position is critical to supporting the mission of the US Cyber Command by developing and overseeing Command-wide security plans, programs, and policies. It serves as the technical authority for highly classified, sensitive security programs and advises top-level officials on security processes and policy implementation.

Responsibilities

  • Develops Command-wide plans, programs, and policies for core security disciplines: Information, Physical, Industrial, Operations, Personnel, Multi-hazard Preparedness Response (MHPR), and Sensitive Compartmented Information (SCI).
  • Oversees the management of the security incident program, evaluates actions, and makes recommendations to resolve allegations concerning security activities in coordination with command leaders.
  • Advises and assists Command managers and top-level officials on the interpretation and implementation of security policies, including new developments and advances in security processes.
  • Serves as program manager and technical authority for the development, implementation, and conduct of highly classified, sensitive security programs.
  • Performs administrative and human resource management functions for supervised staff.
  • Plans and carries out studies and projects resulting in the issuance of Command-wide security policy.

Requirements

  • Must be a U.S. Citizen.
  • Males born after 12-31-59 must be registered or exempt from Selective Service.
  • Requires a Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance; failure to maintain security eligibility may result in termination.
  • This is a drug-test designated position.
  • In accordance with DoD 8140 policy, must complete Foundational Qualifications within 9 months and Residential Qualification requirements within 12 months.
  • This position is identified as a Defense Security Position (DSP) and requires obtaining/maintaining a Security Fundamentals Professional Certification (SFPC) within two years of appointment.

Qualifications

To qualify at the GG-14 level, your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the federal service. Qualifying experience includes:

  • Managing security-related programs or projects in an Information Technology environment to ensure compliance with security requirements, standards, and regulations.
  • Implementing security concepts, principles, and practices in programs such as personnel security, physical security, information security, industrial security, and operations security.

Candidates must describe how they meet the qualifying experience within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement. There is no substitution of education for experience at the GG-14 grade level.

  • This position requires a 1-year probationary period for assignment to a supervisory position.
  • Accepting this position may require serving a 3-year probationary period to evaluate fitness and public interest.
  • Moving costs may be paid, subject to taxable reimbursements under the Tax Cuts and Jobs Act of 2017.
  • Recruitment, relocation, or retention incentives may be authorized.
  • Eligibility for employment of annuitants is determined by DoD policy issued March 18, 2004.
  • Veterans' Preference will be applied to preference-eligible candidates in accordance with DoD Instruction 1400.25, Volume 3005.
  • PPP Application Based Preference Eligibles (e.g., Military Reserve, National Guard technicians) will receive priority consideration at the full performance level only.
