SUPERVISORY QUALITY ASSURANCE SPECIALIST

This position is located in the Quality Assurance Department of SOUTHEAST REG MAINTENANCE CTR SERMC.

About the role

You will serve as the Nondestructive Testing (NDT) Division Head, overseeing technical expertise, training, and compliance in nondestructive testing practices.

Responsibilities

• Instruct command employees in the selection of proper problem-solving methods, practices, and procedures associated with NDT.
• Set priorities and prepare schedules for completion of work.
• Serve as a technical expert responsible for the correct interpretation and application of nondestructive testing.
• Maintain a record system of individual nondestructive testing qualifications and certifications.
• Establish inspection requirements for locally generated Controlled Work Packages (CWP), Technical Work Directives (TWD), Welding Instructions, and contractor-developed Process Control Procedures (PCP).
• Establish training and administer examinations and certification requirements for radiographic personnel who utilize x-ray or sources of ionizing radiation.
• Evaluate prospective nondestructive test equipment and make recommendations to management.

Requirements

• Must be a U.S. Citizen.
• Must be determined suitable for federal employment.
• Must participate in the direct deposit pay program.
• New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
• Current federal employees applying for GS jobs must serve at least one year at the next lower grade level (time-in-grade requirement).
• Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
• Males born after 12-31-59 must be registered for Selective Service.
• Must be willing to file initial and annual Confidential Financial Disclosure Report (OGE 450) in accordance with Joint Ethics Regulation DOD5500.7-R.
• Must obtain and maintain an interim and/or final security clearance prior to entrance on duty.
• This position may require travel from normal duty station to CONUS and OCONUS, including remote or isolated sites. Must be able to travel on military and commercial aircraft for extended periods of time.
• Must successfully complete a pre-appointment physical examination.
• Must be certified or able to obtain Nondestructive Test Examiner certification as required by NAVSEA within 12 months and maintain that certificate.
• Must be ANSI/ISO/ASQ 9001 Lead Auditor certified or able to obtain certification within 12 months and maintain that certificate.
• Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must include:

• Experience and knowledge in radiography requirements per Title 10 CFR, NAVSEA Standard Items, and NAVSEA S0420-AA-RAD-010, including x-ray and sealed source emergency operation procedures.
• Experience with broad technical policy and planning formulated at higher levels of the QA and NDT organizations.
• Experience with all phases of inspection techniques in nondestructive testing and the ability to make technical evaluations necessary to assure conformance to NAVSEA specifications.
• Experience as a certified Nondestructive Test Examiner for non-nuclear attributes to include VT, PT, MT, and UT, or possess the requisite experience and training to become qualified as a Level III examiner in compliance with NAVSEA Technical Publication T9074-AS-GIB-010/271.
• Judgment and mastery of concepts, principles, and practices of technical concepts and principles, typically acquired through extensive practical experience and trade theory training.
• Mastery of communication techniques both orally and in writing, with a thorough knowledge of NDT sufficient to communicate complex technical requirements to non-technical personnel.
• Experience, knowledge, and skills in project management principles to systematically approach planning, organizing, directing, and controlling organizational resources.
