This is a DoD Cyber Excepted Service (CES) position in the Excepted Service under 10 USC 1599f. Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration. You must be a U.S. citizen to apply.

Responsibilities

  • Leads Branch personnel in developing and executing end-to-end project plans for strategic assessments that inform USCYBERCOM’s senior leadership.
  • Collaborates with the Division Chief and J8 leadership to structure a comprehensive program of operations research analyses supporting strategic decision making.
  • Leads project teams in converting strategic assessment results into the formal products required by DoD program planning processes.
  • Interprets high-level strategic guidance from senior national and DoD authorities and translates it into feasible analytical tasks, assessment questions, and long-range study plans.
  • Oversees supplemental analyses required to support budget validation, spend-plan optimization, and programmatic advocacy across the Future Years Defense Program (FYDP).

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three-year trial/probationary period may be required.
  • Must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
  • This position has been designated as a Testing Designated Position (TDP). Employee must pass initial and periodic random drug testing.
  • Must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
  • Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft up to 10% of the time.
  • May be recalled to duty, required to work other than normal duty hours (including evenings, weekends, and/or holidays), and may be required to work overtime.
  • One-year supervisory probationary period may be required.
  • Must obtain and maintain the following requirements for each Cyber work role (except Data, AI, and/or Software Engineering) at the assigned proficiency level:
    • Foundational qualification requirements within 9 months.
    • Resident qualification requirements within 12 months.
    • 20 hours of Continuous Professional Development (CPD) per work role code (which can overlap).

Qualifications

To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by:

  • Applying advanced analytical methods to conduct multi-phase assessments that inform senior leadership decisions on strategic planning, resource allocation, and program requirements.
  • Developing and refining analytical study plans and methodologies to evaluate cyberspace capabilities, identify operational gaps, and recommend courses of action in support of strategic objectives.
  • Providing technical guidance to a team of analysts on complex studies, ensuring analytical rigor and the defensibility of results presented to senior leaders.

In addition, you must meet the basic education requirement:

  • Degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

Foreign education must be evaluated by a private organization that specializes in interpretation of foreign education programs and deemed equivalent to that gained in an accredited U.S. education program, or full credit must have been given for the courses at a U.S. accredited college or university.
