Supervisory Interdisciplinary (Civil Engineer/Geologist).

This position is in the Construction, Engineering, Infrastructure Career Field and may fill multiple vacancies. A one-year supervisory trial/probationary period may be required.

Responsibilities

• Supervises employees engaged in studying, planning, and designing the foundations, soils, and material aspects of earth, concrete, and rock structures such as levees, retaining walls, tunnels, roads, channels, and dams.
• Oversees planning, design, and construction support for flood risk mitigation, navigation, habitat restoration, hydropower, and/or implementation of levee safety interim risk reduction measures.
• Oversees development of geologic interpretations, soils, foundations, and materials inputs, and designs for the full range of planning and engineering efforts.
• Provides leadership for the Levee Safety Program (Levee Safety Program Manager) and resources for inspections, evaluations, and maintenance of the District's levees and channels.
• Plans, organizes, coordinates, schedules, and reviews work of the section. Assigns work and provides instructions covering unusual or complex features of the project.
• Maintains constant surveillance over section work progress, problems encountered, and action taken, ensuring schedules are met.
• Performs supervisory management duties such as initiating, recommending, or approving personnel actions, approving leave, making performance evaluations, identifying training needs, resolving complaints, and effecting minor disciplinary actions.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Must be able to obtain and maintain a state driver's license.
• Must possess and maintain a license/registration as a Professional Engineer and/or Professional Geologist in good standing, issued by any one of the 50 states or its territories. (Proof required with application.)
• This position requires a 1-year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest.
• Direct deposit of pay is required.
• Must submit a Confidential Financial Disclosure Report (OGE450) upon entry and annually thereafter.

To qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Basic Requirement for Supervisory Civil Engineer

• A. Degree: Bachelor's degree (or higher) in engineering. The program must:
  • Lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR
  • Include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics:
    • statics, dynamics;
    • strength of materials (stress-strain relationships);
    • fluid mechanics, hydraulics;
    • thermodynamics;
    • electrical fields and circuits;
    • nature and properties of materials (relating particle and aggregate structure to properties); and
    • any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
• B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished:
  • A thorough knowledge of the physical and mathematical sciences underlying engineering, and
  • A good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

Basic Requirement for Supervisory Geologist

• Degree: Bachelor's degree (or higher) in geology, plus 20 additional semester hours in any combination of mathematics, physics, chemistry, biological science, structural, chemical, civil, mining or petroleum engineering, computer science, planetary geology, comparative planetology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography. OR
• Combination of Education and Experience: Course work as shown above, plus appropriate experience or additional education. (Acceptable experience may include geological field or laboratory work providing professional knowledge of geology principles, e.g., geophysics, geochemistry, or hydrology. Such work must have involved observations, sampling, instrument use, data assembly, and analysis/reporting. Professional experience in related scientific fields may be accepted if preceded by appropriate geology education or experience and directly contributed to geological competence.)

GS-13 Specialized Experience

One year of specialized experience which includes all of the following:

• Studying the design of civil works projects such as foundations, soils, and/or material aspects of earth or rock structures;
• Applying professional engineering methods for the design of large or complex Civil Works projects; and
• Leading engineers or geologists in completion of planning, design, and/or construction support.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). No substitution of education for experience is permitted for this position.
