About the role

Develop comprehensive cost estimates for military and environmental construction projects, ensuring accuracy and regulatory compliance.

Serve as a technical advisor on cost engineering, providing guidance on construction market trends, materials, and methodologies.

Collaborate with multidisciplinary teams and contractors to optimize construction designs for cost-effectiveness and feasibility.

Evaluate construction modifications and contractor proposals, negotiating costs and identifying alternative solutions to minimize expenses.

Participate in value engineering studies, analyzing project requirements to recommend cost-saving measures without compromising quality.

Direct team workflows, assigns tasks, evaluates employee performance, and provides technical mentorship to junior cost engineering staff.

Requirements

• Conditions of employment: Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Valid State Drivers License is required. 1 year Probationary Period may be required. Temporary Duty Travel up to 25% of the time. Financial Disclosure (OGE-450) upon appointment and annually thereafter.
• Qualifications: US Citizens. Basic Requirement for a General, Civil, Electrical or Mechanical Engineer: Degree: Bachelor's degree (or higher degree) in engineering. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. Basic Requirement for an Architect: Degree: Bachelor's degree (or higher degree) in architecture or in a related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings.

• Specialized Experience: One year of specialized experience which includes 1.) developing detailed cost estimates and specifications for military and environmental construction projects, ensuring compliance with all policies and regulations; 2.) Providing expert cost engineering advice, analyzing construction market trends and new technologies to ensure estimates were accurate and reflected current conditions; 3.) Coordinating with multidisciplinary design teams and contractors to provide technical guidance on construction techniques and materials for cost-effective designs; 4.) Supporting value engineering programs and contract negotiations by developing alternative actions and cost-saving methodologies for complex engineering projects.
