Supervisory Interdisciplinary.

This position serves as the Chief of Operations and Maintenance within the Directorate of Public Works.

Responsibilities

• Perform technical, administrative, managerial, and professional work related to contract administration, quality assurance, facility repairs, energy conservation management and oversight, and facility operations and maintenance.
• Supervise and manage the Operations and Maintenance Division by developing, planning, and assigning work; setting deadlines and priorities; identifying issues; and directing work accordingly.
• Administer, manage, direct, and support the Contracting Officers Representative (COR) for the multimillion-dollar Base Operations (BASOPS) Maintenance Contract.
• Oversee work scheduling, prioritization, and job planning.
• Manage requirements contracts, job order contracts, custodial contracts, and other small service and short-form contracts.
• Represent the requirements and priorities of the operations and maintenance functional area in overall Public Works planning and programming.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Temporary Duty (TDY) or business travel requirement of 10% of the time.
• Must possess or obtain and maintain a valid state Driver’s License in one of the 50 U.S. states or possessions to operate vehicles.
• Appointment is subject to a one-year probationary period unless previously met as described in 5 CFR Part 315.
• A one-year probationary period to assess supervisory duties is required unless previously completed.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Basic Requirement for Engineer:

• Degree: Bachelor’s degree (or higher) in engineering. The program must:
  • Lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or
  • Include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas:
    • Statics, dynamics
    • Strength of materials (stress-strain relationships)
    • Fluid mechanics, hydraulics
    • Thermodynamics
    • Electrical fields and circuits
    • Nature and properties of materials (relating particle and aggregate structure to properties)
    • Any comparable area of fundamental engineering science or physics (e.g., optics, heat transfer, soil mechanics, or electronics)
• Combination of Education and Experience: College-level education, training, and/or technical experience that provided:
  • A thorough knowledge of the physical and mathematical sciences underlying engineering, and
  • A good understanding of the engineering sciences and techniques and their applications to one of the branches of engineering.
  The adequacy of such background must be demonstrated by one of the following:
  • Professional registration or licensure (e.g., Engineer Intern (EI), Engineer in Training (EIT), or Professional Engineer (PE)) by any State, the District of Columbia, Guam, or Puerto Rico.
  • Successful passage of the Fundamentals of Engineering (FE) examination or any other written test required for professional registration.
  • Completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences, including the courses specified above.
  • Successful completion of a related curriculum (e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology) with at least 1 year of professional engineering experience under supervision.

Basic Requirement for Architect:

• Degree: Bachelor’s degree (or higher) in architecture or a related field that included:
  • 60 semester hours of coursework in architecture or related disciplines, with at least:
    • 30 semester hours in architectural design, and
    • 6 semester hours each in:
      • Structural technology
      • Properties of materials and methods of construction
      • Environmental control systems
• Combination of Education and Experience: College-level education, training, and/or technical experience that provided:
  • A thorough knowledge of the arts and sciences underlying professional architecture, and
  • A good understanding of architectural principles, methods, and techniques and their applications.
  The adequacy of such background must be demonstrated by at least one of the following:
  • Related curriculum (e.g., architectural engineering) with coursework equivalent to the specified requirements.
  • Experience: 1 year of experience in an architect’s office or architectural work for each year short of graduation. In the absence of college courses, 5 years of such experience is required.

Specialized Experience:

One year of specialized experience which includes:

• Managing engineering and/or architectural projects of various sizes and complexity involving multiple trades and disciplines related to facility maintenance and repair.
• Managing contracts such as utility, services, custodial/container, and pest control contracts for supplies and services.
• Utilizing automated financial systems to reconcile contract services.

This experience is typical of work performed at the GS-12 level in the federal service.
