Duties

  • Directing, developing, implementing, and overseeing a multi-disciplinary, healthcare system-wide Compliance Section within the scope of the VHA mandated Research Program, Privacy Program, Records Management Program, Conflict of Interest, and Compliance & Business Integrity Program (which includes auditing, monitoring, and creation of corrective action plan activities in the areas of coding, documentation, purchased care, exclusionary lists, conflict of interest, accuracy of patient registration, etc.)
  • Determining issues, areas, and/or subject matter that create risks for the organization and making recommendations to executive leadership as to how to avoid or minimize the identified risks
  • Creating written policies and procedures that promote commitment to corporate compliance and address specific areas of risk associated with the healthcare system business practices, operations, research, privacy, records management, investigations, and audits of scheduling consult practices
  • Reviewing program directives, vulnerabilities related to compliance issues, areas of underperformance related to compliance, and identifying topics staff need further education and training on
  • Preparing reports for leadership detailing compliance initiatives, identifying issues or failures that have occurred, and recommending changes and improvements
  • Maintaining processes to receive complaints, questions, and concerns regarding healthcare system business, research, privacy, and records management practices and internal regulations
  • Monitoring the implementation of process improvement projects that are the result of findings made
  • Overseeing data collection, analysis, and proposed corrective actions resulting from special studies, reviews, and audits
  • Reviewing and identifying compliance concerns and making recommendations regarding corrective actions to the Medical Center Director
  • Conducting facility risk assessments to identify, assess, prioritize, mitigate, monitor, document, and bring compliance risks to closure
  • Developing, modifying, and interpreting performance standards for all supervised employees
  • Explaining performance expectations to employees and providing regular feedback on strengths and weaknesses
  • Identifying employee developmental needs and providing or arranging for training to maintain and improve job performance

    Qualifications

    • To qualify for this position - applicants must meet all requirements by the closing date of this announcement.
    • The education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
    • Candidates must possess one of the following:
      • Undergraduate or graduate education in a major field of study hospital administration, public health administration, or related fields, such as business or public administration, with course work in health care administration.
      • Specialized experience that is progressively responsible for analytical or administrative, or clinical management, or supervisory experience in the health care field performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities with close working relationships with facility managers and analysis/coordination of administrative, clinical, or other service activities which provided knowledge in the following areas:
        • Missions, organizations, programs, and requirements of health care delivery systems;
        • Regulations and standards of various regulatory and credentialing groups;
        • Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

    Special Provisions for Inservice Placement

    • Completion of an agency-sponsored on-the-job training program, which included a formal individualized training plan.
    • The training program should have been performed in an operating health care system and included:
      • Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
      • Preliminary practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned);
      • Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.

    Grade Determination (GS-14 Level)

    • Candidates must possess specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization.
    • Examples of specialized experience would typically include - but are not limited to:
      • Applying analytic principles, theories, and techniques to healthcare management and operational systems;
      • Experience that provides working knowledge of the organization and structure of healthcare delivery systems or managed care networks;
      • Experience working with healthcare delivery standards including laws and regulations governing business practices, privacy, research, records management, scheduling, consults, auditing, and investigations;
      • Identifying and documenting compliance risks;
      • Providing guidance to senior management in reference to compliance.
