Supervisory Environmental Engineer

Join us at IHS Sanitation Facilities Construction to collaborate with American Indian Tribes to plan, design, and construct water, wastewater, and solid waste facilities. This position is eligible for the IHS Student Loan Repayment Program, with selection based on IHS priorities and available funds. About the Role

As the Supervisory Senior Field Engineer, you will lead collaboration with American Indian Tribes to increase and maintain access to water, wastewater, and solid waste facilities. This role involves professional engineering planning, design, and construction oversight for community and individual water supply, wastewater, and solid waste facilities.

Responsibilities

• Perform professional engineering activities for water supply, wastewater, and solid waste facilities serving American Indian homes.
• Prepare project summaries, construction documents, and final reports.
• Ensure accuracy of program data systems for assigned Tribes and communities.
• Ensure projects addressing sanitation deficiencies are properly scoped, consistently scored, and have accurate cost estimates.
• Visit Tribal communities where projects are being planned and constructed.
• Provide supervision and guidance to technical and administrative staff as a first-level supervisor.
• Analyze the condition of community and individual water supply, wastewater, or solid waste facilities and prepare engineering reports and cost estimates.
• Prepare design documents, construction drawings, technical specifications, and procurement documents for water supply, wastewater, or solid waste construction projects.

Requirements

• U.S. Citizenship is required.
• Selective Service Registration is required for males born after 12/31/1959.
• Must have a valid, REAL ID-compliant State driver’s license.
• This position may be designated under Public Law 101-630, requiring contact or control over Indian children. The agency must ensure no prior convictions for certain crimes.
• A one-year supervisory/managerial probationary period may be required upon selection/placement.
• Confidential Financial Disclosure Form may be required.
• Must maintain any required licensure during employment; failure to do so may result in adverse actions, up to and including removal from Federal service.

Qualifications

To qualify for this position, your resume must demonstrate sufficient experience and/or education to perform the duties of the position. Experience includes paid and unpaid work, such as volunteer experience through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations.

Basic Requirements

• Degree in Engineering from a program accredited by ABET, or
• Combination of education and experience demonstrating a thorough knowledge of physical and mathematical sciences underlying engineering, and a good understanding of engineering sciences and techniques. This can be shown through:
  • Professional registration or licensure (e.g., Engineer Intern (EI), Engineer in Training (EIT), or Professional Engineer (PE)).
  • Successful completion of the Fundamentals of Engineering (FE) examination or equivalent.
  • At least 60 semester hours of courses in physical, mathematical, and engineering sciences.
  • Completion of a related curriculum (e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology) with at least one year of professional engineering experience.

Minimum Qualifications

• At least one year of specialized experience equivalent to the next lower grade level in the Federal service, including:
  • Analyzing the condition of water supply, wastewater, or solid waste facilities and preparing engineering reports and cost estimates.
  • Preparing design documents, construction drawings, technical specifications, and procurement documents for water supply, wastewater, or solid waste construction projects.

Selective Factor

• Professional and comprehensive knowledge of civil/environmental engineering, as evidenced by possession of a Professional Engineering (PE) license issued by any U.S. State, the District of Columbia, Guam, or Puerto Rico.

Education

Background Investigation

This position requires the successful completion of a federal background investigation as a condition of employment.
