Supervisory Environmental Engineer
Join us at IHS Sanitation Facilities Construction! We collaborate with American Indian Tribes to plan, design, and construct water, wastewater, and solid waste facilities. This position is eligible for the IHS Student Loan Repayment Program with selection based on IHS priorities and available funds. About the role
As the Supervisory Senior Field Engineer, you will lead collaboration with American Indian Tribes to increase and maintain access to water, wastewater, and solid waste facilities.
Responsibilities
- Perform professional engineering planning, design, and construction oversight activities for community and individual water supply, wastewater, and solid waste facilities to serve American Indian homes.
- Prepare project summaries, construction documents, and final reports.
- Ensure accuracy of program data systems for assigned Tribes and communities.
- Ensure that projects to address sanitation deficiencies are properly scoped, consistently scored, and have accurate cost estimates.
- Visit Tribal communities where projects are being planned and constructed.
- Provide supervision and guidance to technical and administrative staff as a first-level supervisor.
Requirements
- U.S. Citizenship is required.
- Selective Service Registration is required for males born after 12/31/1959.
- Must have a valid State driver's license. It must be REAL ID-compliant.
- This may be a designated position covered by Public Law 101-630, requiring contact or control over Indian children. Due to this requirement, the agency must ensure that persons hired for these positions have not been found guilty of or pleaded nolo contendere or guilty to certain crimes.
- A one-year supervisory/managerial probationary period may be required upon selection/placement.

Qualifications
To qualify for this position, your resume must state sufficient experience and/or education to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part-time experience.
Basic Requirements
- Degree: Engineering. To be acceptable, the program must:
- Lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or
- Include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics:
- statics, dynamics;
- strength of materials (stress-strain relationships);
- fluid mechanics, hydraulics;
- thermodynamics;
- electrical fields and circuits;
- nature and properties of materials (relating particle and aggregate structure to properties); and
- any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
- OR Combination of education and experience -- college-level education, training, and/or technical experience that furnished:
- A thorough knowledge of the physical and mathematical sciences underlying engineering, and
- A good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
- Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
- Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board.
- Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences that included the courses specified in the basic requirements.
- Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field (e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology), provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
Minimum Qualifications
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
- Experience analyzing the condition of community and individual water supply, wastewater, or solid waste facilities and preparing engineering reports and cost estimates.
- Experience in the preparation of design documents, construction drawings, technical specifications, and procurement documents for water supply, wastewater, or solid waste construction projects.
Selective Factor
In addition to the qualification requirements, to be rated basically qualified for the position, applicants must demonstrate possession of the following knowledge, skills, and abilities (KSAs):
- Professional and comprehensive knowledge of the theories, principles, practices, and techniques of civil/environmental health and engineering as evidenced by possession of a Professional Engineering (PE) license issued by any U.S. State, the District of Columbia, Guam, or Puerto Rico.

This position has an education requirement. You are strongly encouraged to submit a copy of your transcripts or a list of your courses including titles, credit hours completed, and grades. Unofficial transcripts will be accepted in the application package. Official transcripts will be required from all selectees prior to receiving an official offer. Only attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education may be credited.
