About the Role

Plan, direct, and coordinate a comprehensive electrical engineering program to support numerous, highly complex systems across several different agencies. Act as a consultant and technical specialist in authoritative dealings with Architect-Engineer firms and representatives of higher echelons.

Responsibilities

• Review and approve designs, specifications, estimates, special reports, and studies prepared by engineering contractors.
• Direct electrical engineering designs on several major, long-term projects.
• Plan and supervise work for electrical engineering programs involving design, public safety, public health, and state-of-the-art equipment and facilities.
• Ensure contractor compliance with program requirements, adherence to standards, best engineering practices, and compatibility with construction requirements.
• Assign and supervise work for subordinates, including developing performance plans and resolving personnel issues.

Requirements

• Appointment may be subject to a suitability or fitness determination, including a completed background investigation.
• TDY travel may be required up to 10% of the time.
• Professional engineering registration required in accordance with CEHNCR 690-1-47.
• Must obtain and maintain cybersecurity qualifications per DoDM 8140.03 and Army guidance, including foundational qualifications within 9 months, resident qualifications within 12 months, and 20 hours of Continuous Professional Development (CPD) per work role annually.
• A Tier 1 security clearance must be obtained and maintained for this position.
• U.S. citizenship is required.
• Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
• This position requires a 1-year probationary period.
• Direct deposit of pay is required.

Qualifications

To qualify, you must meet the following education and experience requirements:

Basic Requirement for Supervisory Electrical Engineer:

• Degree: Bachelor's degree (or higher) in engineering from a program accredited by ABET, or a degree that includes differential and integral calculus plus advanced courses in five of the following seven areas: statics/dynamics, strength of materials, fluid mechanics, thermodynamics, electrical fields/circuits, material properties, or comparable engineering science/physics.
• Combination of Education and Experience: College-level education, training, or technical experience that demonstrates a thorough knowledge of physical/mathematical sciences and a good understanding of engineering sciences and techniques. This may be demonstrated by:
  • Professional registration or licensure as a Professional Engineer (PE), Engineer Intern, or Engineer in Training.
  • Passing the Fundamentals of Engineering (FE) examination or equivalent.
  • Completion of at least 60 semester hours in physical, mathematical, and engineering sciences.
  • A related bachelor's degree (e.g., engineering technology, physics) with at least 1 year of professional engineering experience under supervision.

Specialized Experience:

One year of specialized experience equivalent to the GS-13 level, including:

• Providing expert electrical engineering advice on complex power generation, distribution, and control systems.
• Managing long-term, major engineering projects for diverse clients.
• Supervising a team of subordinate engineers, including assigning work, developing performance plans, and resolving personnel issues.

Applicants must have held a General Schedule (GS) position within the last 52 weeks and have 52 weeks of Federal service at the GS-13 grade or equivalent.
