About the role

Navy Child and Youth Programs (CYP) offers high quality early care and youth services in center-based (birth - five), facility-based (age 5-12), and recreational environments (teen; youth sports and fitness).

Responsibilities

  • Manages the operations of the teen program, plans, schedules, and oversees social, recreational, and educational activities.
  • Collaborates with other organizations, partners, and programs to deliver quality programs.
  • Develops and offers programs related to the core program areas presented in the OPNAV and implements programs required by the Department of Navy (DoN) such as Boys and Girls Club of America (BGCA) or 4-H required programs.
  • Develops, organizes, and conducts special interest activities such as trips, special events, dances, and trips that may include parents and other family members. Involves youth and teens in the planning process to ensure the activities offered meet the social and recreational needs and interests of the age groups served.
  • Collaborates with other military installations in planning developmentally appropriate regional teen activities, as applicable. Collects information regarding actual and potential participant interests and needs and makes recommendations for improvement.
  • Prepares the facility or outdoor space for scheduled activities and ensures all safety requirements are met prior to use of the area.
  • Secures the necessary supplies and equipment to support the programs and activities offered and ensures that all equipment and supplies are age-appropriate and in good condition.
  • Maintains control of indoor and outdoor equipment, games and supplies used for teen programs and ensures that all equipment and supplies are stored properly.
  • Establishes a program environment that enhances physical, emotional, social, and cognitive growth, sustains participant interest, and promotes positive interactions between children, youth, and adults.
  • Ensures appropriate sportsman-like conduct is modeled by CYP employees, volunteers, and participants. Uses appropriate child and youth guidance techniques that encourages positive social interactions, promotes conflict resolution, and develops self-control, self-motivation, and self-esteem.
  • Provides care and supervision, oversight, and accountability for program participants in compliance with local policies, guidance, and standards.
  • Ensures that activities promote the social, emotional, physical and cognitive growth of youth and teens.
  • Publicizes upcoming teen, fitness and sports events and activities and ensures that opportunities offered in the community are communicated and shared with families.
  • Visits local housing areas to make contact with teens in order to encourage their participation in the teen program.
  • Affords assistance in the development of a youth sponsorship program to identify and integrate dependent youth of DoD military personnel who are new to the installation to include outreach, newcomer orientation, and peer-to-peer opportunities.
  • Supervises a staff of three or more typically comprised of Program Assistants - CY-1702-I/II; GS -1702-02/03/04/05; Operations Clerk NF-0303-01/GS-0303-02.
  • Initiates and implements personnel actions and supports the YF Coordinator in order to assure quality related to selection, assignments, training, promotions, disciplinary actions, and recognition of employees and volunteers. Supports and carries out all established EEO objectives and policies in matters of personnel management and communicates support of these policies.
  • Establishes local performance standards for employees and volunteers using established standards and requirements and rates employees' performance.
  • Resolves complaints related to personnel and makes recommendations to the Director for corrective action as necessary.
  • Ensures compliance to all fire, safety and security rules and regulations. Ensures compliance with law, policies, and regulations applicable to DoD CY programs.
  • In the absence of the Youth Director, incumbent may assume responsibilities and perform duties and requirements of the position under supervision of CYP Director with Oversight. Assists in preparation of grant applications for additional funding.
  • Serves as a mandatory reporter to Family Advocacy and Child Protective Services as prescribed by local policy in the case of suspected incidences of child abuse and neglect.
  • Performs other duties as assigned.

Requirements

  • Must be 18 years of age or older and have a high school diploma or equivalent.
  • Complete required training certificates, and maintain certifications or credentials required by Federal, State, and/or national accreditation institutions used as part of DoD's Child and Youth Programs.
  • Undergo pre-employment and random drug testing. A positive drug test, or failure to submit for testing, is a basis for removal from this position.
  • Pass a pre-employment physical, provide evidence of immunization, be free of all communicable diseases, and obtain appropriate immunization against communicable diseases.
  • Employment contingent upon proof of education if not provided at time of application.
  • Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.
  • Must meet federal suitability requirements including successful completion of background investigation.

Qualifications

  • Knowledge of developmentally appropriate programs designed to meet the physical, emotional, social, and cognitive needs of children and youth from 13 to 18 years of age.
  • Knowledge of child and youth development principles, practices, and techniques.
  • Knowledge of a variety of teen programming activities for children and youth.
  • Knowledge of Federal and State laws governing the detection and prevention of child abuse and/or neglect.
  • Skill in program planning, organizing, and employee scheduling.
  • Ability to communicate effectively in English, both orally and in writing, and possess strong interpersonal communication skills.
  • Ability to lead, supervise, and interact with youth and teens.
  • Ability to safeguard and account for monies and equipment.
  • Ability to maintain records and reports.
  • Ability to supervise others.
  • Bachelor's or higher degree in Early Childhood Education (ECE), Child Development, Youth Recreation, Physical Education, Elementary Education, Secondary Education, Youth Development, or other field directly related to Pre-K or Primary Education.
  • OR Associate degree in Early Childhood Education (ECE), Child Development, Youth Recreation, Physical Education, Elementary Education, Secondary Education, Youth Development, or other field directly related to Pre-K or Primary Education.
  • OR Child Development Associate (CDA) or Military School-Age (MSA) credential or equivalent and a high school diploma.
