About the Role

This position involves supervising comprehensive program, performance, contract, acquisition, and information technology-related engagements within the Office of the Director of National Intelligence (ODNI) and the Intelligence Community (IC). The role focuses on detecting and preventing waste, fraud, and abuse while ensuring compliance with applicable standards.

Responsibilities

  • Supervise audits, reviews, and projects of ODNI and IC activities in accordance with Generally Accepted Government Auditing Standards, Council of the Inspectors General on Integrity and Efficiency (CIGIE) Quality Standards for Inspection and Evaluation, or other applicable standards.
  • Plan and assign work based on priorities, difficulty, and employee capabilities; advise and instruct employees on technical and administrative matters.
  • Maintain awareness of matters impacting audit or evaluation activities and ensure stakeholders are informed of plans, progress, and recommendations.
  • Perform research to develop substantive proposals for long-range and annual plans, including applicable laws, directives, regulations, and prior studies.
  • Direct the development of audit and evaluation plans, including purpose, scope, methodology, and project schedules.
  • Lead the planning, development, and presentation of written reports and oral briefings for senior leaders on significant findings, including conditions, causes, effects, and recommendations.
  • Provide guidance on audit or evaluation procedures, review workpapers, and ensure evidentiary data supports conclusions.
  • Conduct progress reviews, oversee interviews, and analyze information to support audit or evaluation conclusions.
  • Present oral briefings to senior leaders and ensure accurate documentation of findings.
  • Direct the development of reports that include actionable recommendations for program improvements and verify corrective actions taken by management.
  • Monitor the progress of corrective measures implemented by ODNI and IC leadership.
  • Establish and maintain liaison with senior representatives of Inspector General organizations, the Intelligence Community, and other federal agencies.
  • Maintain security and accountability of classified information.
  • Perform other duties as assigned.

Requirements

  • Must be a current permanent ODNI employee or a current permanent federal employee with supervisory approval to apply for the Joint Duty Assignment (JDA).
  • JDA applicants must be at the specified grade level and hold a current TS/SCI clearance with polygraph or the ability to obtain one.
  • All applicants must answer four short free-response essay questions (200 words max per question) on:
    • Commitment to the Constitution and founding principles.
    • Improving government efficiency and effectiveness.
    • Advancing the President's Executive Orders and policy priorities.
    • How a strong work ethic has contributed to professional, academic, or personal achievements.

Qualifications

  • Mastery-level professional knowledge of Generally Accepted Government Auditing Standards and Quality Standards for Inspection and Evaluation.
  • Mastery-level management skills, including directing taskings, assessing performance, and supporting professional development up to GS-14.
  • Expert-level critical thinking and analytical abilities to develop recommendations based on qualitative and quantitative data.
  • Mastery-level ability to present information succinctly in written and oral formats for technical and non-technical audiences.
  • Mastery-level knowledge of detecting and preventing waste, fraud, and abuse in areas such as federal contracting, government budgeting, information technology, or IC structure and missions.
  • Superior interpersonal skills, including interviewing, negotiating, and briefing senior officials.
  • Ability to lead multi-agency audit teams, develop audit plans, and write reports substantiating findings.
  • Demonstrated ability to build strategic relationships, collaborate across agencies, and treat others with respect.
  • Knowledge of the mission, organization, and functions of the IC OIG, ODNI, and Intelligence Community.

Mandatory Requirements

  • Education: Bachelor's degree from an accredited college or university in accounting or a related field (e.g., Business Administration, Finance, Public Administration).
  • Combination of Education and Experience: At least 8 years of experience in auditing or a related field (e.g., accounting, inspections, evaluations) and a bachelor's degree in any field.
  • Supervisory experience.

Desired Requirements

  • Certifications/licenses such as Certified Public Accountant (CPA), Certified Government Financial Manager (CDFM), Certified Internal Auditor (CIA), Certified Fraud Examiner (CFE), Certified Information Systems Auditor (CISA), Certified Information Systems Manager (CISM), Certified Information Systems Security Professional (CISSP), Certified Risk and Information Systems Control (CRISC), or COTR Levels I, II, III.
