About the role
This Fiscal Supervisor position will direct the business office operations of the NYS Veterans Home at St. Albans. The position reports to the Fiscal Director of the Health Facilities Management Group, the Administrator of the St. Albans Veterans Home, and the Department’s Fiscal Management Group in Albany, New York. The Fiscal Supervisor will direct all the Home’s financial affairs and supervise staff engaged in its financial operations.
Responsibilities
- Maintain and review financial statements, annual operating budgets, cash flow projections, capital outlay and fixed assets schedules, and Medicaid & Medicare reimbursement activities for the facility.
- Develop, implement, review, and revise fiscal policies and procedures; present policies and procedures to employees, residents, family members, and visitors.
- Assist department heads with the interpretation of financial data to develop budget estimates, ensure appropriate use of funds, support financially sound budgetary decisions, and maximize revenues.
- Review financial ledgers and accounts to ensure accuracy and compliance with accepted financial principles, regulatory requirements, and financial accountability.
- Establish and maintain accounting systems that accurately reflect facility income, operating costs, and financial condition, and ensure that residents’ personal accounts are appropriately managed.
- Oversee the development and administration of contracts for the acquisition of goods and services, including vendor solicitation and bidding processes, to ensure compliance with procurement guidelines and State Finance Law.
- Supervise and direct the activities of subordinate staff engaged in financial activities, and train facility staff in applicable financial policies and procedures.
- Participate in various facility management and Board of Visitor meetings.
Qualifications
Minimum Qualifications
- Transfers: Current NYS employees with one (1) or more of permanent or contingent permanent, competitive service in a position eligible for transfer under section 52.6 of the Civil Service Law.
- Open Competitive HELPS Minimum Qualifications: Eight years of professional experience in finance in a healthcare field. One year must be at the supervisor level.
- Substitution: Associate degree may substitute for two years of specialized experience; bachelor's degree may substitute for four years of specialized experience; master's degree may substitute five years of specialized experience; J.D. may substitute for six years of specialized experience; Ph.D. may substitute for seven years of specialized experience.
Preferred Qualifications
- Preparing Medicare and Medicaid cost reports for healthcare facilities.
- Utilizing the Statewide Financial System and Microsoft Excel.
- Ability to quickly learn and use accounting applications.
Pay
The posted salary range is $116,460 - $142,301, which includes a Geographic Pay Differential of $14,586 and a downstate adjustment of $4,000.
