Responsibilities
- Recognize and advise on the most appropriate procurement type to mitigate IEHP’s exposure to risk in alignment with public procurement policies, regulations, industry standards, and best practices, as well as regulatory requirements of the health plan.
- Oversight of public sector procurement processes to ensure compliance with IEHP’s Procurement, Legal, and Governing Board policies, and State and Federal requirements that govern public sector solicitations, award, and administration of contracts.
- Manage and supervise the day-to-day operations of a variety of procurement-related activities including, but not limited to, the development and management of contracts; assistance with the development and issuance of Solicitations such as Requests for: Proposals, Bids, Quotations, and Qualifications, solicitation evaluations, contract negotiations and amendment, contract management, records management, materials management and overseeing drafting of standard and non-standard contracts, amendments and other forms of agreements.
- Train staff on Lean Methodologies and lead Process improvement projects that impact the organization’s overall supply chain performance.
- Optimize supply chain efficiency by implementing best practices and fostering continuous improvement initiatives.
- Collaborate cross-functionally to align procurement strategies with organizational goals and ensure seamless integration across all supply chain functions.
Qualifications
- Six (6) years of professional procurement and contracts experience in a Procurement Department or Agency, which included solicitations, bid evaluations, contract negotiation, development of contract standards and procedures, and development of multi-year or major high-value multi-commodity agreements or equivalent work experience. Supervisory/lead capacity experience required.
- Bachelor’s degree from an accredited institution required, degree preferably in Procurement, Business Administration, Economics, or a related field from an accredited institution.
- In lieu of the required degree, a High School Diploma, AND a minimum of three (3) Procurement Training Certifications achieved within the last three (3) years from one or more of the following types of professional organizations will be required:
- Globally and/or Nationally known professional Procurement/Supply Chain organization (e.g. NIGP, CAPPO, ASCM, NCMA, CSCMP, CIPS)
- Federal, California State, or County or City Public Agency
- Possession of a certificate as a Certified Purchasing Manager (CPM) or Certified Professional in Supply Management (CPSM) by the Institute for Supply Management (ISM) and Six Sigma Certification is desired.
Key Qualifications
- Current and extensive knowledge of public procurement law, methods, procedures, best practices, including Public Agency contracting principles such as RFP/RFQ preparation, Public Works, contract negotiation, contract law, and basic financial analysis. Proficiency in automated purchase requisition and contract management systems.
- Ability to compose clear and concise reports, recommendations, and correspondence.
- Possess leadership skills, effective communication, and collaborate at multiple internal and external levels.
- Effectively utilize computers and appropriate procurement software systems.
- Proven ability to:

- Establish and maintain effective relationships with department officials, company/vendor representatives, and staff members

Education & Requirements

Pay Range
$104,041.60 USD Annually - $137,841.60 USD Annually
