About the Role

This recruitment establishes a current eligible list for both full-time and Extra-Help vacancies. Extra-Help employees are not entitled to county benefits and are limited to a maximum of 25 hours per week. Extra-Help pay is $43.55 per hour.

Responsibilities

• Consult with management and coordinate with Juvenile Facility Staff and others regarding conduct, attitudes, and special problems of juveniles.
• Plan the care, supervision, and guidance of assigned juveniles; oversee and enforce discipline and order.
• Take necessary action and alert proper authorities in emergency situations; use appropriate level of force when necessary to stop and/or restrain combative youth.
• Oversee the maintenance of logs and reports; complete required reports.
• Maintain security and maintenance of facilities, including key control and ensuring safety and sanitation standards in compliance with laws and regulations.
• Distribute prescription and non-prescription medicine to juveniles as directed by medical authority.
• Train, supervise, and evaluate the performance of assigned staff.
• Plan, assign, reassign, and supervise the work of Juvenile Institutions Officers on an assigned shift; obtain relief workers as required.
• Assist in the implementation of policy changes or develop and implement policy as assigned.
• Conduct internal administrative and background investigations; prepare reports.
• Operate a personal computer and other modern office equipment.
• Effectively plan, organize, assign, direct, assist, train, supervise, and evaluate staff involved in the custody, care, supervision, and guidance of juveniles.
• Perform duties effectively on all assigned shifts, including transportation details and alternative sentencing programs.
• Communicate effectively in person and over the telephone; resolve conflicts and respond to complaints.
• Analyze data, interpret policies and regulations, develop conclusions, and prepare reports.
• Complete multiple priority projects with conflicting deadlines under stressful conditions.
• Maintain confidential information in accordance with legal standards and County regulations.
• Comprehend and follow written and oral instructions; write clear and concise reports.
• Frequently lift, carry, reach, push, pull, twist, and manipulate objects; kneel, bend, squat, balance, and crawl.
• Use hand-eye coordination and data entry devices, including repetitive hand and arm motion.
• When necessary, lift and move objects weighing up to 150 pounds (with or without help) for safety or youth/staff.
• Sit, stand, or walk for long periods; maintain regular attendance as an essential function.

Requirements

• Four (4) years of full-time experience in probation/parole field casework or similar work in a related correctional field.
• Past experience providing care, supervision, and guidance to delinquent and emotionally disturbed juveniles in an institution or alternative sentencing program is preferred.

Qualifications

• Graduation from a four (4) year accredited college or university with a degree. (One year of graduate training in Criminology, Public Administration, Psychology, Sociology, or a similar field may substitute for no more than one (1) year of the required experience.)
• OR graduation from a two (2) year Community College with a degree plus two (2) years of additional qualifying experience.
• Possess a valid California driver’s license at the time of appointment and maintain it.
• Meet California Penal Code Section 832 requirements regarding arrest, search, and seizure.
• Possess a Board of Corrections Certificate for Juvenile Institutions Officer or Deputy Probation Officer Core Training, with evidence of continued compliance with annual training requirements.
• Possess and maintain valid First Aid and CPR Certificates.
• Training and background that meet the requirements of California Government Code Sections 1029 and 1031.
• Must be free from any physical, mental, or emotional condition that might adversely affect the exercise of Peace Officer powers.

• Provisions of the California Penal, Welfare and Institutions, Civil, Education, Vehicle, Health and Safety, and Administrative Codes pertaining to the Department’s functions.
• Department Policy and Procedure Manual.
• Principles and methods of providing care, supervision, and guidance to delinquent and emotionally disturbed juveniles.
• Principles and methods of supervision and training of staff.
• Growth, development, needs, and problems of children.
• Individual and group guidance techniques.
• Behavior modification and crisis intervention techniques.
• Security precautions associated with juvenile detention.
• Employee performance evaluation, grievance, and disciplinary practices and procedures.

Ability to:

• Apply principles of training and staff development.
• Apply First Aid and CPR techniques.
• Provide support and direction to individual minors and groups of minors.
• Exercise good judgment in day-to-day activities and in controlling disturbances.
• Enforce and interpret Juvenile Facility and alternative sentencing program rules, regulations, and policies.
• Respond quickly and use good judgment in emergencies.
• Deal fairly and effectively with subordinates and minors.
• Prepare and present clear and concise reports.
• Establish and maintain effective working relationships with those contacted in the course of employment.
• Speak effectively to groups on probation work and juvenile delinquency prevention.
• Represent the Merced County Probation Department effectively with the Superior Court system, public, community organizations, and other government agencies.

Pay

Extra-Help pay is $43.55 per hour.
