Supervising Investigator (Human Rights Specialist 2) (NY HELPS)

Responsibilities

  • Supervises regional office activities involved in carrying out anti-discrimination programs in employment, housing, and public accommodations.
  • Researches and serves as a resource on the New York State Human Rights Law and its application.
  • Prepares recommended determinations for the Regional Director.
  • Conducts and directs staff development programs as part of a comprehensive performance management program.
  • Participates in developing and implementing agency administrative policy.
  • Receives cases from the Regional Director and, with the Human Rights Specialist 1, determines strategy, tactics, and applicable case law for investigations.
  • Maintains communication with Human Rights Specialist 1 throughout investigations, adjusting strategy and technique as needed.
  • Assists staff through individual and group conferences to analyze case problems and improve investigative and analytical skills.
  • Reviews case files for completeness, accuracy, and probative value; determines need for additional information.
  • Processes recommended determinations based on file content to the Regional Director.
  • Monitors the Case Management System (CMS) to ensure investigative standards are met and develops corrective action plans for case processing issues.
  • Intercedes in investigations or conferences involving complex legal issues or unusual circumstances.
  • Conducts education and outreach activities.

Requirements

Seven years of experience* in any combination of the following areas:

  • Field investigation or law enforcement investigation and the preparation of detailed narrative reports.
  • Planning, developing, implementing, or enforcing a human rights, civil rights, or housing and community development program.
  • Conducting discrimination or labor relations investigations.
  • Litigation.

Substitution: An associate degree may substitute for two years of specialized experience; a bachelor’s degree for four years; a master’s degree for five years; a J.D. for six years; a Ph.D. for seven years.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the program, the position may be filled via a non-competitive appointment (no examination required), provided candidates meet the minimum qualifications. At a future date, non-competitive status may convert to competitive status without examination, granting the same rights and privileges as other competitive class employees.

Pay

Salaries are non-negotiable. Candidates with no previous state service will begin at the starting rate of the posted salary range.
