About the Role

Manages wastewater collections operations for multiple plants. Leads a team of supervisors in achieving system goals. Oversees budgets, negotiates purchase orders with vendors, and directs ongoing improvement projects. Responds to customer concerns.

Responsibilities

• Supervises, directs, and evaluates assigned staff, including hiring, termination, work prioritization, scheduling, training, performance appraisals, and salary recommendations.
• Manages division operations, including work orders, purchasing, requisitions, and payroll.
• Plans and organizes preventive maintenance of sewer lines and lift stations.
• Responds to customer concerns.
• Supervises field operations.
• Performs related work as required.

Requirements

• Knowledge of TCEQ regulations and safety procedures.
• Knowledge of modern office procedures, including computers and applicable software such as GIS.
• Knowledge of English grammar, spelling, and punctuation.
• Knowledge of principles and practices of employee supervision.
• Skill in organization and time management.
• Skill in performing varied duties, often shifting between tasks of different natures.
• Ability to negotiate, analyze sewer system maps, and communicate effectively both orally and in writing.
• Ability to establish and maintain effective working relationships, meet schedules, and maintain confidentiality.
• Ability to give and follow directions, gain compliance from staff, and perform strenuous and routine work.
• Ability to maintain a valid Texas Driver License and a good driving record.
• Ability to project a positive and professional image and comply with all City of Laredo policies and procedures.
• Ability to maintain good health and physical condition sufficient for full performance of duties.

Work Environment

• Majority of work performed in an office or similar indoor environment, with occasional exposure to unpleasant conditions or hazards.
• Frequent outdoor work, including street environments, construction sites, and warehouses.
• Exposure to confined spaces, moving mechanical parts, fumes, loud noises, toxic chemicals, extreme temperatures, and individuals who may be hostile or violent.
• Frequent local travel; occasional regional travel.

Physical demands include exerting up to 35 pounds of force occasionally, up to 20 pounds frequently, and/or up to 20 pounds constantly.

Qualifications

• Thirty (30) college hours from an accredited college or university.
• At least nine (9) years of experience in supervision of wastewater collection or water/wastewater treatment plant operations, including at least two (2) years supervising personnel.
• Valid Texas Driver License (out-of-state applicants must obtain a Texas license within 6 months of employment).
• Texas Commission on Environmental Quality Wastewater Collection Systems Operator II License must be obtained within 12 months of employment.

All applicants must pass a background check, provide certified school transcripts, and undergo a drug and alcohol test prior to employment. Random drug and alcohol testing applies to safety-sensitive positions.
