Essential Functions
- Manages, directs, and evaluates assigned staff;
- Develops and oversees employee work schedules to ensure adequate coverage and control;
- Compiles and reviews timesheets;
- Approves/processes employee concerns and problems and counsels or disciplines as appropriate;
- Affords assistance with or completes employee performance appraisals;
- Directs work;
- Acts as a liaison between employees and senior management;
- Trains staff in operations, policies, and procedures.
Organizational and Administrative Duties
- Organizes, prioritizes, and assigns work;
- Prioritizes and schedules work activities in order to meet objectives;
- Ensures that subordinates have the proper resources needed to complete the assigned work;
- Maintains status of work in progress and inspects completed work;
- Consults with assigned staff to assist with complex/problem situations and provide technical expertise;
- Provides progress and activity reports to senior management.
Construction and Maintenance
- Manages the maintenance, repair and construction of County roads, bridges and rights-of-way;
- Counsels on on-site work reviews to ensure full utilization of personnel, materials, and facilities with concern for quality, safety, and efficiency;
- Ensures compliance with all applicable codes, laws, rules, regulations, standards, policies, procedures, and specifications;
- Ensures adherence to established safety procedures;
- Maintains work environment and use of safety equipment to ensure safety of employees and other individuals.
Project Management
- Maintains oversight of project plans;
- Reviews blueprints or work instructions;
- Aids in the procurement of needed materials;
- Maintains project timelines and goals;
- Provides updates on project status and estimated completion times as requested.
Financial and Administrative Tasks
- Performs various financial tasks involved in department operations;
- Assists in developing and administering department budget;
- Maintains expenditures for adherence to established budgetary parameters;
- Prepares and submits project cost projections for labor, materials and equipment needs;
- Affords assistance in developing specifications for materials and equipment.
Customer Service
- Receives and responds to complaints and inquiries;
- Receives, answers, and remedies any difficult complaints or problems that cannot be handled by subordinates;
- Keeps related records and makes required reports.
Qualifications
- Associate degree in Construction Management or related field required;
- Three years of experience in roads construction and maintenance;
- Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

- Specific License Certification: Must possess and maintain a valid Georgia driver’s license.
