About the role

PCISS requires a Superintendent to perform on-site scheduling, layout, direction, coordination, and completion of Governmental Projects. Core competencies focus on New Construction, Alteration/Renovation, and Design-Build Construction Projects for federal facilities including USACE, NAVFAC, NAVSEA, AF, DoD, DHS, FBI, ATF, DOE, DOI, and other agencies. This position supports PCI Support Services' federal projects, reports to the Program Manager, and involves onsite work with possible travel. The contract runs until mid-November. Candidates may reside anywhere in the United States but must be prepared to travel and work onsite.

Responsibilities

  • Ensure a safe work environment for all employees.
  • Manage, coordinate, and supervise the on-site construction process from conceptual development through final construction on a timely and economical basis.
  • Maintain controlled documents and promptly discard or mark obsolete documents to prevent inadvertent use.
  • Evaluate and determine appropriate construction methods and the most cost-effective plan and schedule.
  • Oversee the delivery and use of materials, tools, and equipment, and ensure quality of construction, worker productivity, and safety.
  • Obtain all necessary permits and licenses; direct or monitor compliance with building and safety codes and other regulations.
  • Track and control construction costs against the project budget to avoid cost overruns.
  • Communicate weekly with the Project Manager regarding budget standings.
  • Meet regularly with clients, constructors, trade contractors, vendors, architects, engineers, and others to monitor and coordinate all phases of the construction project.
  • Document product nonconformance and report conditions to the Project Engineer.
  • Ensure an OSHA, EM385-1-1, and Covid-19 safe jobsite at all times.
  • Monitor daily operations and progress of the Job Site.
  • Ensure the project follows the USACE/NAVFAC Three-Phase approach of Quality Control Management and any additional contract specifications or client directives.
  • Record and operate using PCI-SS’s internal standard documents/software for events, incidents, observations, scheduling, task management, and daily reports.
  • Conduct/attend scheduled Safety, Government Progress/Production, Quality Control, Tailgate/Toolbox Meetings, and other required meetings.
  • Ensure As-Builts are recorded; review, develop, and execute RFIs and other official directives in a timely manner with professional written/verbal communications.
  • Ensure Sub-Contractor Competent Personnel are present on-site and active in their crews’ daily performance.
  • Maintain the Project Master Schedule and report any deviations/concerns to the Project Manager.
  • Issue a 2-3 Week Schedule Look Ahead Distribution each week.
  • Communicate routinely with Sub-Contractors for real-time commitment of manpower and meeting schedule requirements.
  • Collect Commissioning/LEED/OMSI Close Out Data and submit to the Project Manager.
  • Maintain accurate records supporting Davis Bacon/Prevailing Wage Requirements of Certified Payroll Reports.
  • Perform other duties as assigned.

Qualifications

  • Bachelor’s or Associate Degree in a Related Discipline.
  • 10+ years of Federal Construction Management/Leadership experience.
  • Valid Driver’s License.
  • OSHA 30 Certification.
  • Valid USACE CQM-C Certificate.
  • Valid CPR Certification.
  • Skill in utilizing a personal computer and job-related software programs.
  • Skill in analyzing and evaluating complex technical data.
  • Skill in developing goals and plans to prioritize, organize, and accomplish work.
  • Ability to efficiently plan and schedule job projects for construction, maintenance, and repair.
  • Ability to understand and apply applicable statutes and ordinances related to construction and repair projects.
  • Ability to read, interpret, and work from job specifications, sketches, and building plans.
  • Ability to compile data and prepare summaries related to construction and repair projects.
  • Ability to prepare clear, concise, and effective technical reports.
  • Ability to communicate clearly and effectively, verbally and in writing.
  • Ability to determine and analyze critical paths.
