About the Division

The General Services Department’s mission is to provide City leadership in managing facilities, equipment, supplies, maintenance, and other support services to elected officials, departments, and residents in a safe, reliable, and efficient manner. The Property Management Division provides comprehensive facility HVAC-mechanical, electrical, and plumbing support services that allow other city departments and elected officials to focus on their core missions.

About the Role

The City of Houston is seeking a skilled professional responsible for the administrative functions in the planning, supervision, organization, administration, and evaluation of operational and support services activities in the maintenance and management of City buildings, facilities, and grounds. This role coordinates and tracks preventive and planned maintenance, unplanned and emergency maintenance/repair actions, troubleshooting, diagnostics, testing, documentation, on-call support, budgets, risks, contract capacity, and other key control metrics to ensure the timely and cost-effective management of City assets.

The ideal candidate will bring strong technical knowledge, blueprint reading, physical stamina, data analysis, problem-solving skills, and experience supporting diverse maintenance teams. The mission is to provide the City of Houston with best-value property management services. The Superintendent (Property Management) ensures commercial buildings remain safe, functional, compliant, and well-maintained.

Responsibilities

  • Daily Facilities Oversight — Direct and oversee day-to-day building operations, including scheduling, supervising, and developing maintenance staff and technicians.
  • Preventive Maintenance Programs — Develop and manage preventive maintenance for HVAC, electrical, plumbing, fire protection, and life-safety systems.
  • Work Order & CMMS Management — Administer a Computerized Maintenance Management System (CMMS) to track work orders, asset history, and maintenance schedules.
  • Building Inspections — Conduct regular inspections to identify repair needs, hazards, and opportunities for improvement; advise mechanical staff on complex repair issues.
  • Repair Coordination — Oversee installation, repair, and upkeep of building systems (HVAC, plumbing, electrical, carpentry).
  • Emergency Response — Lead emergency response procedures and act as the primary contact during facility-related emergencies.
  • Equipment & Supplies Management — Maintain equipment, tools, and supplies to meet safety and operational standards; estimate labor and materials, monitor job costs, and ensure project completion according to standard operating procedures.
  • Regulatory Compliance — Ensure adherence to OSHA, EPA, ADA, and local/state building codes; maintain required documentation and permits.
  • Health & Safety Standards — Ensure facilities meet safety and accessibility codes; enforce workplace safety and emergency protocols.
  • Contractor/Vendor Management — Coordinate and manage external contractors (HVAC-mechanical, plumbing, electrical, elevator, pest control, etc.).
  • Tenant/Occupant Relations — Address tenant concerns, coordinate with property managers, and ensure a safe, comfortable environment.
  • Stay abreast of current and new technologies relevant to the position.
  • Perform other duties as assigned.

Working Conditions

  • Occasional stooping or bending.
  • Occasional very light lifting (up to 20 pounds).
  • Exposure to less-than-optimal temperature and air conditions.
  • Occasional exposure to office chemicals and/or extensive use of a video display terminal.
  • Moderately demanding physical coordination and responsiveness to external stimuli.
  • Work schedule: Monday – Friday, 7:00 AM – 4:00 PM (subject to change).

Requirements

  • Associate’s degree in Recreation, Business Administration, Construction Management, or a closely related field (or equivalent directly related professional experience on a year-for-year basis).
  • Six years of progressively responsible professional and/or skilled experience closely related to the section’s activities, including three years in a supervisory capacity.
  • Advanced math and computer skills.
  • Excellent problem-solving skills.
  • Valid Texas Class C driver’s license upon hire; must comply with the City of Houston’s driving policy.
  • Ability to pass a criminal background check and obtain/maintain federally mandated security clearances where required.
  • Subject to random drug testing; if a promotional position, must pass an assignment drug test.

Preferred Qualifications

  • Extensive supervisory experience.
  • Building Systems Expertise: HVAC, electrical, plumbing, mechanical, and structural systems.
  • Strong understanding of preventive maintenance programs and scheduling tools.
  • Knowledge of OSHA regulations, safety protocols, and compliance standards.
  • Prior experience managing maintenance teams, contractors, or a facilities department.
  • Skilled in using CMMS and Building Management Systems (BMS) to manage work orders and monitor building automation.
  • Proficiency in Microsoft Office Suite (Excel, Word, Outlook, PowerPoint, Teams) and ERP tools for reporting, budgeting, and planning.
  • Ability to multitask and prioritize in a dynamic environment.
  • Preference given to eligible veteran applicants who meet the qualifications.

Pay

Pay Grade 24. Factors used in determining the salary include the candidate’s qualifications and the pay rates of other employees in this classification.
