About the role

This dual‑hat position serves as both Site Superintendent and Site Safety and Health Officer (Super/SSHO) for the construction of a new medium and high voltage substation at the Philadelphia Navy Yard. The role focuses on federal construction standards, safety compliance, and quality control across all phases of general construction, with an emphasis on electrical, mechanical, and utility systems.

Responsibilities

  • Lead day‑to‑day on‑site construction activities, ensuring safe, efficient progress in line with project plans and specifications.
  • Maintain continuous oversight of construction operations and safety programs in the dual capacity of Superintendent and SSHO.
  • Review and interpret construction drawings, specifications, and related documents; communicate requirements to field teams and subcontractors.
  • Conduct regular construction inspections to verify compliance with federal construction standards, contract requirements, and quality expectations.
  • Implement and enforce OSHA, EM385‑1‑1, and other applicable safety regulations.
  • Develop, communicate, and maintain site‑specific safety plans, job hazard analyses, and daily safety briefings.
  • Collaborate with the Quality Control Manager (QCM) to support quality control processes, documentation, and inspections.
  • Coordinate with the project manager and other stakeholders to plan work sequences, manage schedules, and address field issues promptly.
  • Monitor and document construction progress, safety observations, and quality control activities; provide clear, timely reports.
  • Support and participate in USACE and other federal construction compliance activities, including audits, inspections, and project reviews.
  • Identify potential risks or nonconformances and take corrective action to prevent incidents or rework.
  • Foster a culture of safety, accountability, and continuous improvement among project team members and subcontractors.

Essential Skills

  • 5+ years of combined Site Superintendent and SSHO experience in federal construction environments.
  • 5–8 years of federal construction experience with exposure to mechanical, electrical, or utility projects.
  • Demonstrated experience with medium and high voltage systems within a general construction context.
  • Strong background in construction inspection and interpretation of drawings and specifications.
  • In‑depth knowledge of federal construction practices and USACE standards.
  • OSHA 30‑hour certification (or higher).
  • EM385‑1‑1 training or certification.
  • Hands‑on experience with site safety programs, hazard identification, and corrective action implementation.
  • Experience supporting or performing quality control functions on construction projects.
  • Ability to obtain a security clearance (clearance not required at start but must be clearable).

Additional Skills & Qualifications

  • Quality Control Manager (QCM) certification is a strong plus.
  • Strong electrical, mechanical, or utility background is highly desired.
  • Experience working on federal facilities or other secure sites.
  • Familiarity with USACE quality and safety processes and documentation.
  • Effective collaboration with project managers, QCMs, and field teams in a fast‑paced environment.
  • Excellent communication and leadership skills to guide crews and subcontractors.
  • Detail‑oriented approach to safety, quality, and documentation.

Work Environment

The position is field‑based at the Philadelphia Navy Yard, working alongside a dedicated Quality Control Manager and Project Manager as part of an established general contractor team. The environment is hands‑on, focused on medium and high voltage construction, general building activities, and strict adherence to federal safety and quality standards. Job Type & Location

Contract‑to‑Hire position based in Philadelphia, PA. This is a fully onsite role.

Pay

The hourly pay range is $48.07 – $60.10, dependent on qualifications, experience, geographic location, internal equity, and other job‑related factors.
