Submarine Acquisition Analyst
About the role
This position supports the In-Service Attack Submarines Program Office (PMS 392) which is part of Naval Sea Systems Command (NAVSEA), Program Executive Office Submarines (PEO SSN), and Team Submarine (TSUB).
Responsibilities
- Support in planning, managing, tracking, executing, and reporting program initiatives and actions.
- Aid in the detailed development and preparation of complete acquisition packages, including Procurement Requests (PRs), Statements of Work (SOWs), Contract Data Requirements Lists (CDRLs), and DD-254 security forms.
- Coordinate with internal teams, program stakeholders, and external partners to ensure all acquisition objectives are met efficiently and effectively.
- Prepare and manage Procurement Initiation Documents (PIDs) and other critical documentation within the Acquisition Management System (AMS).
- Provide dedicated analytical support for major pre-award contract actions, including follow-on contracts for the Nuclear Submarine Parts Basic Ordering Agreement (BOA), Sub-Repair BOAs, Nuclear Regional Maintenance Department (NRMD), and New England Maintenance Manpower Initiative (NEMMI).
- Draft presentation and briefing materials (including Financial Assessment Sheets) to document engineering and programmatic decisions.
- Support the day-to-day management of the existing contract portfolio, assisting in the coordination of contract modifications, tracking funding actions, and ensuring timely support for non-availability maintenance events to maintain fleet readiness.
- Maintain historical records, files and reference materials for use in justifying program submissions and outlining components of budget lines and record critical feedback data to perform independent assessments of the technical, programmatic, and financial execution of approved plans and budgets.
Requirements
- Bachelor’s degree in accounting, business, finance, or related field.
- Three or more years’ experience directly supporting a Navy customer in a business or financial capacity, or seven years of experience as an acquisitions analyst for the DoD and at least three years with the Navy.
- Working knowledge of contract products and procedures for both pre-award and post-award contract execution is essential.
- Ability to work independently and with a team and often under short, multiple deadlines.
- Proficient in creating presentations, spreadsheets, and documents using PowerPoint, Excel, and Word.
Qualifications
- Technical expertise in financial management, understanding of DoD processes, and the ability to adapt these skills to the strategic submarine environment.
- Seven years of experience supporting military and DoD clients.
- Experience working with Navy Program Offices, especially NAVSEA or Team Submarine.
- Active Secret Clearance.

Pay
Competitive salary commensurate with experience.
Schedule
Typical workday is eight hours in length. Some flexibility in hours is allowed, with concurrence from the supervisor. Attendance at prescheduled mandatory meetings is required. The employee must be available during the “core” work hours of 7:30 a.m. to 3:30 p.m. and must account for the required number of hours in a pay period to maintain Full-time status.
Additional Eligibility Requirements
- Work authorization/security clearance requirements: An active DoD Secret security clearance.
- Travel: Ability to travel CONUS; potential to travel OCONUST; travel up to 10% may be required.
