About the role

Oceaneering is seeking a Subcontract Manager responsible for the full life cycle of Subcontract Management, including pre-proposal, proposal, execution, and closeout activities. This role involves evaluating Subcontractor Request for Proposals, negotiating subcontracts, identifying potential business risks, executing subcontract modifications, and supporting Terms and Conditions negotiations.

Responsibilities

  • Assimilate with the organization to build strong relationships with functional peers, program managers, subcontractors, and other internal customers.
  • Assist program teams in developing effective subcontractor strategies, including clear/concise proposal requirements, statements of work, and understanding subcontractor forecasted dollars and hours.
  • Flow down appropriate terms and conditions to subcontractors.
  • Establish and lead proposal evaluation teams.
  • Lead audits related to subcontract activity, including CPSR.
  • Create and maintain Government-compliant Procurement files, conduct Price Analysis, and perform Cost Analysis.
  • Act as a subject matter expert in Subcontracts and support program teams in risk mitigation.
  • Provide program management oversight of subcontractors and support subcontractor search and selection teams.
  • Issue subcontracts, modifications, and all contractual documentation to subcontractors.
  • Collaborate with other functional areas to ensure effective team execution.
  • Manage multiple priorities across several internal program teams.
  • Lead special projects as assigned and support other Procurement activities.
  • Work independently with minimal oversight.
  • Apply extensive experience managing subcontractors in Naval, Subsea, or Maritime Contracts.
  • Understand requirements of Prime Contract and Deliverables.
  • Support compliance with ITAR, EAR, BAA, Export, and CUI regulations.

Requirements

  • BS or BA degree required.
  • 12+ years of experience in Government Subcontract Management, with 5+ years of Prime Contract experience.
  • Experience leading subcontract proposals.
  • Experience administering various types of contracts (CPFF/CPIF/CPAF/FFP/T&M, single award and multi-award IDIQs).
  • Demonstrated expertise with Federal Acquisition Regulation (FAR) and DFAR procurements.
  • CPSR audit experience.
  • Expertise in conducting Cost and Price Analysis.
  • Direct experience with Proprietary Information Exchange Agreements and Teaming Agreements.
  • Excellent communication, problem-solving, and organizational skills.
  • Ability to foster strong customer relations and work as part of a team in a rapidly changing, demanding atmosphere.
  • Active security clearance or the ability to obtain one, with recent experience working on related programs.

Qualifications (Desired)

  • Master’s Degree.
  • Experience with DoD and other federal agencies.
  • Commercial Subcontracts experience.
  • Large DoD Company experience.
  • Team lead or management experience.

Pay

$101,600.00 - $152,400.00
