Subcontracts Administrator / Purchasing Specialist
Job Description
Parsons is seeking a highly skilled and motivated OTA Subcontracts Administrator / Purchasing Specialist to join our dynamic team. In this pivotal role, you will collaborate with Program Managers, Contracts, Pricing, Finance, Security, Legal, and technical teams to execute subcontract awards, manage commercial procurements, oversee vendor relationships, and perform purchasing actions that directly support critical national security programs.
- Administer commercial subcontracts in support of OTA and other non-FAR agreements.
- Execute commercial purchasing activities in compliance with company policies and delegated purchasing authority.
- Prepare, negotiate, issue, and manage purchase orders and commercial subcontracts.
- Support competitive sourcing and vendor selection, ensuring thorough procurement documentation.
- Evaluate vendor quotations, pricing, delivery schedules, and commercial terms to ensure best value.
- Cook up with Program Management to align purchasing actions with technical requirements and program timelines.
- Maintain accurate subcontract files and procurement documentation to support internal audits and SOX compliance.
- Oversee supplier onboarding, manage vendor documentation, and facilitate purchasing approvals.
- Support invoice reconciliation, receipt verification, milestone acceptance, and subcontract closeout processes.
- Participate in negotiations with suppliers and subcontractors to secure favorable commercial terms.
- Work collaboratively with Contracts, Finance, Pricing, Legal, Security, and Compliance teams.
- Aid in developing and enhancing commercial procurement procedures to support Parsons’ innovative business model.
- Identify and implement opportunities to streamline procurement processes while ensuring compliance with corporate governance.
Required Skills
- Bachelor’s degree in Business, Supply Chain, Contracts, Finance, or a related field (additional years of relevant experience may be considered in lieu of a degree).
- Minimum of 5 years of experience in subcontract administration, purchasing, procurement, contracts, or supply chain management.
- Experience supporting Department of Defense or Federal Government programs.
- Strong knowledge of commercial procurement practices.
- Excellent organizational, negotiation, and communication skills.
- Prowess in managing multiple priorities in a fast-paced environment.
- Exceptional attention to detail and commitment to documentation quality.
- Proficiency with Microsoft Office applications.
Desired Skills
- Direct experience supporting Other Transaction Authority (OTA) agreements.
- Experience with Commercial Solutions Opening (CSO), SBIR/STTR, prototype, or other non-traditional acquisition programs.
- Experience administering commercial subcontracts outside the traditional FAR Part 15 environment.
- Familiarity with milestone-based contracting and commercial payment structures.
- Experience using enterprise business systems such as Costpoint, SharePoint, FocusPoint, or similar platforms.
- Understanding of supplier risk management and commercial vendor qualification processes.
